Duties
Serves as Branch Chief of the Surveys and Mapping Branch, Division of Design and Construction, and as the senior technical expert delegated maximum technical and administrative responsibility for accomplishment of all photogrammetric, cartographic, remote sensing/image processing, aerial photography, and survey functions for the California-Great Basin Region. Services provided include but are not limited to the conduct of structural behavior surveys, special surveys, construction and engineering-related surveys, and the establishment of basic and supplemental horizontal and vertical control data. Responsibilities also include the development of topographic maps, ratio rectified photo maps, topographic orthophoto maps and manuscripts; and the processing of LIDAR multiple return point ASCII format datasets and LIDAR Bare-Earth elevation datasets
Provide direction on project methodology and coordinates all technical cartographic operations within the Division and with the project requestor.
Review and edit all production activities and prepares technical specifications and guidelines.
Provide technical expertise and advice to Regional and other Reclamation personnel to clarify the capabilities of the Branch and on technical matters.
Manage, plan, schedule, and estimate all photogrammetry activities, engineering surveys, and specialized global positioning surveys for the Region.
Coordinate procurement of all multispectral and hyperspectral data sets associated with remotely-sensed infrared and thermal infrared imagery and satellite data and aerial photography.
Approve plans, negotiate and administer contracts for the acquisition of aerial photography, photogrammetric, mapping, surveying, and other related products
Establish and maintains fault monitoring and subsidence systems at selected locations within the Region for the determination of seismic activity crucial to proposed or existing features.
Serves as the senior expert and technical authority on assigned area of expertise providing authoritative decisions, opinions and advice to higher level managers, and professionals.
Perform resource and fiscal management and technical leadership for all work assigned to the branch.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position.
A. Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments;

B. Combination of education and experience-courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education;

C. The basic requirement for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience (1) utilizing state-of-the-art GPS systems; lidar and aerial photogrammetric/remote sensing, and digital mapping; experience performing geodetic surveys and topographic field mapping for several types of terrain and landforms; and experience conducting investigations or studies affecting geodetic survey activities and (2) serving as a technical expert delegated performing technical and administrative responsibility for accomplishment of all photogrammetric, cartographic, remote sensing/image processing, aerial photography, and survey functions. .
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.
Selective Placement Factor: This position requires a current, valid Professional Land Surveyor's license in good standing with the relevant State License Board. Failure to provide proof of such license will cause you to be rated ineligible for this position.
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/01/2023.
Education
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
