This position is located at Departmental Offices, Domestic Finance-Financial Stability Oversight Council (FSOC). As a Policy Analyst, you will be handling difficult and responsible assignments, including research and analysis of current law, policy and regulatory proposals and understanding the current state of the private sector.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Policy Analyst, you will: Monitor developments in the financial markets, and related legislative, regulatory and policy developments; Summarize findings and research in written products of various types, including tables, charts, short summaries, as well as longer memos, presentations and reports; Assist in maintaining contacts with other Federal or State agencies or outside parties in connection with the development and implementation of policy proposals. Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized experience for the GS-13 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position. Successful experience can be gained in the Federal service or its equivalent in state or local government or private sector organizations. Specialized experience includes the following: -Experience with U.S. financial regulatory policy, including engagement with financial regulatory agencies. Examples could include reviewing proposed rules or regulations concerning financial regulatory policy and determining its effects on the business/agency and determining its effects on the financial system.; AND -Experience preparing written research or analysis for use by management for the development of sophisticated policy decisions, including briefing papers, reports, presentations, and memoranda regarding financial stability, financial institutions, or financial markets. Examples could include drafting presentations and briefing papers on recent financial developments related to regulatory actions.; AND -Experience delivering briefings or status updates to management on research or analysis for the development of policy decisions regarding financial stability or economic or financial analysis. Examples could include developing subject matter expertise on emerging financial risks or briefing internal parties on status and conclusions.; AND -Experience providing contributions to a team-based project that serves to inform financial regulatory policy makers and/or leading smaller teams on similar research and analysis projects. Specialized experience for the GS-12 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position. Successful experience can be gained in the Federal service or its equivalent in state or local government or private sector organizations. Specialized experience for the GS-11 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with particular knowledge, skills, and abilities to successfully perform the duties of the position. Successful experience can be gained in the Federal service or its equivalent in state or local government or private sector organizations. Specialized experience includes all of the following: -Experience researching and analyzing financial markets such as capital markets, commodity markets, or derivatives markets and/or financial institutions such as depository institutions, broker-dealers, investment companies, insurance companies, or central counterparties. Examples could include performing financial, market risk, or credit risk analysis or similar on financial institutions or markets.; AND -Experience preparing written research or analysis for the development of policy decisions related to financial markets or financial institutions, including briefing papers, reports, presentations, and memoranda. Examples could include drafts of presentations and/or briefing papers on recent financial market developments or regulatory actions.; OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
