This position is located in the Division of Depositor and Consumer Protection (DCP), Administrative Management and Operations Branch, Workforce Intelligence Section of the Federal Deposit Insurance Corporation, in Washington, D.C.
The Cohort assignment for this position is C, which reflects a salary cap of 270,000.
FDIC Corporate Managers (CM) are in the Federal competitive service and not in the Senior Executive Service (SES).
Duties
Develops, implements, and maintains policies and procedures that ensure compliance with applicable Corporate, legal, and regulatory standards.
Explores strategies, launches initiatives, monitors, and measures initiative effectiveness, and implements process improvements to drive the Division's strategic goals related to talent management. Partners and collaborates with the Division of Administration (DOA) (Human Resources and Labor and Employee Relations) and Legal in overseeing the continuum of talent management responsibilities.
Oversees the reconcilement of core staffing reports and ensures the Division's staffing levels and resources are adequate and address the Division's workload. Employs staff modeling and evaluation tools to forecast operating performance, and recommends changes, as needed, to handle new programs, improve operations, increase workforce diversity and inclusion, better utilize employee skills, and reduce redundancies and other inefficiencies. Leads the development and implementation of comprehensive project plans that address critical interrelated HR business priorities from initial concept definition through successful change management, final implementation, and transition to business as usual, ensuring that project teams meet their overall objectives, budgets, and timelines.
Exercises supervisory personnel management authority and performs the full range of performance management duties including planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; evaluating work performance; and providing feedback to others on their performance.
Formulates and tracks the Division's overall budget. Serves as liaison to the Division of Finance's budget and planning process to ensure timely and effective implementation of all budget and workforce activities and to ensure that the Division is in full compliance with all applicable schedules, guidelines, policies, and procedures.
Manages activities associated with the award and administration of contracts (in conjunction with DOA's Acquisition Services Branch), procurement actions, and other acquisition functions. Serves as the Division's Government Purchase Card Approving Official and is responsible for approving expenditures and monthly reconcilement.
Establishes and manages a comprehensive Divisional training program to educate employees regarding staff tools, policies, and procedures. Creates Divisional learning forums designed with explicit learning goals in mind to include strategic reviews, systems audits, and internal benchmarking to foster learning required by employees to contend with new developments and their implications for the Division's work.
Oversees the Division's records and information management program. Performs business and records analysis to determine information needs and to identify risks associated with records disposition. Reviews the records retention schedule and develops records management strategies that support and complement current technology.
Collaborates with senior leadership on strategic workforce and resource issues; leads problem-solving activities to define problems, assess current state root causes, design and test solutions, identify and remove process and operational roadblocks, and implement cohesive and integrated solutions that lead to desired outcomes.

Qualifications
To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Technical Experience: Experience leading budget, workforce planning, strategic planning programs, and activities at the division level of an organization.
