Directing HAS programs in broad patient administration areas, providing resource allocation data & related interpretation for assessing management of resources, technical & administrative support for staff, maintenance/evaluation of medical records, assuring patient privacy, adherence to regulatory requirements governing ROI. Working with Chiefs of clinical & administrative services to ensure HAS work is integrated with work of other services.
Duties
Duties include, but are not limited to:
Direction/Long-Range Planning
Developing long- and short-range policies and plans for the organization by coordinating the medical administration needs of the health care system
Making and implementing decisions that ultimately affect patient care; making final administrative planning decisions for a large ambulatory care clinic and associated community based outpatient clinics (CBOCs)
Adapting principles, practices, processes and techniques common to any situation to the specialized requirements of the health care system
Requiring considerable knowledge of general clinical systems, programs and practices and of how these clinical principles and practices relate to the unique administrative characteristics and needs of the particular health care delivery system served
Providing active and well informed administrative participation in planning tor the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems
Program Administration
Establishing minimum standards for quality and productivity and directs program implementation
Conducting special studies to resolve administrative problems that arise in the course of normal operations and will present conclusions and recommendations
Developing, interpreting, applying and integrating objective criteria and acceptable standards for use in monitoring activities
Ensuring quality assurance/performance improvement issues pertaining to the Service are documented and appropriate follow-up action occurs regarding any problem or recommendation identified or made as a result of the Service's performance .improvement activities
Identifying problem and/or opportunities to improve care through such avenues as informal meetings. various committees, statistical data, occurrence screens, incident reporting, and case review
Due Process
Discussing, investigating and responding to employee grievances and dissatisfactions in order to resolve conflicts
Representing management at labor management meetings, providing information and resolving conflicts and/or problems that may arise and assuring management officials are familiar with the negotiated agreement
Serving as deciding official for most complicated Service actions
Resolving complaints, either by direct discussion with the employee or through correspondence
Identifying specifics of the complaint and evaluating for medical liability issues, consulting with Regional Counsel where liability is thought to be a concern
Performing other directly related duties as assigned
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:45 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: using supervisors, leaders, group coordinators or committee chairs to direct, coordinate, or oversee work, exercising significant responsibilities in dealing with officials of other units or organizations or in advising management officials of higher rank developing performance standards, assuring reasonable equity of performance standards and rating techniques between organizational units and assuring equity in assessment of contractor work; directing HAS programs in broad patient administration areas, providing resource allocation data and related interpretation for assessing the management of resources, technical and administrative support for staff, maintenance and evaluation of medical records, assuring patient privacy, adhering to regulatory requirements governing release of information and assuring legal requirements are met; managing directly and through subordinate supervisors, providing leadership and direction for effective and uniform accomplishments of HAS and developing, evaluating and modifying organizational structure and systems to achieve program goals, participating in analysis and interpretation of workload and other data used in resource planning.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
