Duties

The incumbent of the position serves as Senior Classification Specialist providing a high level of program support in position classification and positionmanagement. Assignments involve, but are not limited to, the following: Provides technical advice and assistance to personnel and customers in the resolution of difficult classification and position management related problems for all levels and complexities of organizations including those whose organizational settings are characterized by changing missions and functions, reorganizations, unstable workforces, recruitment difficulties, and technically complex classification and position management determinations. Provides authoritative advice and assistance on a broad spectrum of classification and position management matters, through the development of in-depth and ongoing relationships within the VA. Applies an expert knowledge of classification and position management principles and concepts, a sound working knowledge of other HR fields, and broad personnel management knowledge to identify, analyze and resolve problems that require the interpretation and adaptation of guides that may only partially be applicable and for which few precedents exist. Provides expert advice and counsel in a wide range of classification and position management matters. HR advisory functions include establishing and maintaining cooperative working relationships with leadership, management, and staff to further issue guidance to clarify conflicting guidance or alleviate other potential or existing problems, as well, as to provide recommendations that meet immediate and long-term program, project, or mission needs. Plans, monitors, and controls projects/programs and ensures optimum use of talent, budget, time, and materials. Maintains current knowledge and understanding of classification, position management, global, industry, market, and social trends and applies them to create long-range options, scenarios, and plans to successfully advance the organization's mission. Is called upon periodically to consult and provide perspectives on a myriad of classification and position management related issues by others. Classifies complex, rare, or unusual jobs, and prepares necessary documentation, in the GS and FWS job grading systems. Provides in-depth position classification and position management support to program offices, servicing a wide variety of positions which often include those affected by new or emerging technology, and where the organizations serviced are complex, new or dynamic. Other jobs regularly require cross- reference to one or more related guides or standards, and interpretation of conflicting guides or new standards. This requires a thorough knowledge of classification principles and concepts, position management, occupations, work processes, and operational interrelationships among agency components. Conducts on-site or telephonic audits for difficult cases, prepares comprehensive written evaluation statements, and processes all relevant documentation, if required, for further investigation, i.e., appeals. Provides senior leadership, program office managers, and employees with information and interpretation of the agency policies and guidelines as they relate to classification and position management when the issues addressed require substantial interpretation, there is potential for controversy, or the issue involves more than one area of HR policy. Reviews and analyzes new or proposed HR policies, procedures, and guidelines related to classification and position management for impact on program offices. Provides in-depth position classification and position management support and guidance. Provides technical advisory classifications determinations and final classification decisions on high-grade or politically sensitive jobs, including the most complex work situations and occupations throughout the serviced population. Ensures all applicable documentation is obtained. The work includes, but is not limited to, providing consultation on regulatory compliance, classification accuracy, and other classification program requirements. Independently resolves difficult issues and problems requiring consideration of the total HR management program. Develops position management recommendations that meet the immediate, as well as long-term needs of the customer. Regularly handles classification and position management issues with a wide-variety of VA officials and external sources. Is frequently called on to explain and interpret Federal VA regulations and policy regulations relating to classification and position management to Staff Office customers and other HRSC staff. Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 grade level. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective within the past year, it may not demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that demonstrates one year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. THE BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Applying laws, executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the recruitment and placement functions sufficient to provide comprehensive staffing and placement services; Applying HR regulation, processes, and procedures as it pertains to the review of HR operational work such as position descriptions for General Schedule (GS) employees or equivalent; Participating in classification related project teams to identify areas of improvement; Advising on human resources matters for a large office; ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Providing technical advice based on the interpretation and application of laws, principles, and practices related to classification and position management subject matters; Applying HR regulation, processes, and procedures as it pertains to the review of HR operational work such as position descriptions for General Schedule (GS) employees or equivalent; Participating in classification related project teams to identify areas of improvement; Utilizing USA Staffing (or other automated staffing programs) to analyze data extracts and reports related to classification and position management. Education Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix F1; Human Resources Specialist Qualification Standards GS-0201. This can be found in the local Human Resources Office. To qualify for the GS-13 grade level, One year of specialized experience which includes applying advanced HR principles, concepts and practices of personnel recruitment, examination, selection and/or placement; leading comprehensive analytical studies, projects, or special initiatives relating to HR management and/or benefits; developing, interpreting, and analyzing data extracts and reports from automated HR databases; and leading comprehensive analytical studies to identify factors and quality of responsibility levels. This specialized experience is equivalent to the GS-12 level in the Federal service.
