This position is located at Departmental Offices,Domestic Finance-Financial Markets. As a/an Senior Operations Analyst, you will be providING operational oversight of budgetary expenditures and manages inter-agency funding agreements between the FFB and partner agencies to ensure the FFB's administrative budget is operated effectively.
Duties
As a/an Senior Operations Analyst, you will:
Provides oversight and daily operational management of the FFB's administrative expenditures, provides technical assistance to resolve administrative budget needs, including new spending and procurements, and advises on strategy for contracting and budgetary plans.
Leads internal procurement initiatives, working with government contracting authorities to plan, execute, and oversee procurement contracts for critical goods and services.
Provides operational support and analysis regarding human capital management initiatives, including workforce planning, recruitment, and training initiatives.
Leads or provides technical leadership for the drafting and publishing of the FFB's Annual Reports, Strategic Plan, and related documents.
Provides leadership, advice, and assistance to the FFB Director of Operations in formulating and developing overall management strategies, policies, objectives, plans, and practices based upon the results of studies.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
-Experience leading the drafting and executing of reimbursable and payable agreements by calculating costs, reviewing financial and program data, and routing for senior management approval; AND
-Experience creating original financial data reports from scratch, including monthly and quarterly financial reports conveying financial data or budget analysis to inform resource management decisions; AND
-Experience leading procurement initiatives such as submitting procurements, entering requisitions, and reviewing requisitions for accounting accuracy requisitions while working with government contracting authorities to plan, execute, and oversee procurement contracts for critical goods and services.
Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
