NEH is an independent grant-making agency of the government dedicated to supporting research, education, preservation, and public programs in the humanities. This position is located in the Office of Human Resources, whose functions include setting personnel policy for NEH, directing the human resources management program, conducting related technical operations, providing management advisory services, maintaining personnel records and preparing required reports.

Duties

This position is a developmental position, designed to train and develop the incumbent while under close supervision of senior OHR staff. Works closely with Senior HR Training Specialist on the management and administration of the agency training and development program. Conducts research and utilizes agency payroll and processing systems to process personnel actions. Provides advisory services to NEH staff and responds to general inquiries. Supports personnel security workload by assisting in initiation of background investigations, conducting onsite fingerprinting, and issuance of Personnel Identity Verification (PIV) badges. Completes rotational assignments under the guidance of Senior HR Specialists in the areas of staffing and recruitment, benefits, performance management, and payroll and processing. Provides administrative support as needed.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. As part of the online application process you will need to respond to a series of questions designed to assess your possession of the following knowledge, skills, abilities, and/or competencies: Computer Skills, Customer Service, Oral Communication, and Written Communication At the GS-7 level Qualified candidates must possess: 1 full year of graduate level education or; Superior academic achievement based on (1) class standing, (2) grade-point average, or (3) honor society membership. or; 1 year of specialized experience equivalent to at least the GS-5 level or equivalent experience or; A combination of education and experience. Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: communicating organizational processes and procedures to internal and external customers; organizing and maintaining sensitive data and records while protecting Personally Identifiable Information (PII); assisting in preparing or drafting communications; and utilizing a variety of automated systems to enter, update, revise, sort, and calculate data. At the GS-9 level Qualified candidates must possess: A master's or equivalent graduate degree or; 2 full years of progressively higher-level graduate education leading to such a degree or; LL.B. or J.D., if related to the position or; 1 year of specialized experience equivalent to at least the GS-7 level or equivalent experience. Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: analyzing or interpreting information to carry out projects, resolve problems, and/or prepare reports; preparing or drafting communications for internal and external audiences; and assisting with one or more human resources functions including, but not limited to: outreach, recruitment, hiring, onboarding, classification, benefits, payroll, retirement, performance management, workforce planning, and/or training. Superior Academic Achievement (S.A.A) is defined by: 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. (Must submit a copy of transcripts). PATHWAYS RECENT GRADUATE PROGRAM ELIGIBILITY - You must: have obtained a qualifying associates, bachelors, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years unless military service interfered with a veteran's eligibility to apply during that two-year time frame. Veterans meeting the above exclusion may apply within 2 years of discharge or 6 years from the date of receipt of the degree whichever comes first; provide required documentation to verify degree has been, or will be, completed prior to appointment; AND meet the basic qualification standards outlined for this series and grade level. If selected, you: must sign a Pathways Recent Graduate Program Participant Agreement; will serve on an excepted service appointment for at least a two year trial period; will enter a formal training program with a mentor and execute an Individual Development Plan outlining training requirements and program expectations; must be provided at least 40 hours of interactive training, directly linked to your employment field, within 45 days of appointment; will be assigned a mentor within 90 days of appointment; will be evaluated for conversion to a term or permanent appointment in the competitive service at the end of no more than two years.
