As an Administrative Officer at the GS-0341-14, you will be part of Diversity, Equity, Inclusion and Accessibility Office of Personnel Management. If selected, you will be responsible for providing or obtaining various management services necessary to support the operating programs and activities of the ODEIA Office.
Duties
Advises on a wide variety of HR matters to include pay, hours of duty, performance management, benefits and awards, but refers non-recurring questions to technical experts within OPM HR as necessary.
Plan, develop, and carry out systematic review, analysis, and evaluations of staff, programs, and personnel management.
Collaborate with OPM HR personnel to develop recommendations and solutions for recruitment and classification actions.
Serve as an advisor to senior leadership, managers, and supervisors on HR matters.
Reviews annual budget and ensures human capital needs are adequately addressed and that budget submissions align with annual program goals and objectives and agency resource allocation levels.
Participate with senior management in the planning of all aspects of staffing.
Create reports and briefings and present analysis, recommendations, and proposed decisions, policies, or other work products to the senior level managers within RS.
Qualifications
Applicants must have one year of experience at the GS-13 grade level which demonstrates all of the following:
Expert knowledge of managing the functions of human resources (HR) management, planning and evaluating HR project needs, and leading teams to optimal performance;
Analyzing and evaluating operations and comprehensive knowledge of programs, missions, and procedures to improve an organization's effectiveness and processes, and
Knowledge of Federal personnel rules, regulations, and statutes of budget and financial management.
Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
