Duties

Serves as an installation Sexual Assault/Sexual Harassment Victim Advocate. Maintains support and follow-up contact with sexual assault/sexual harassment victims throughout the lifecycle of the case. Assists the installation SARC in the development and delivery of comprehensive sexual assault/sexual harassment training. Represents the SAPR installation program both military and civilian agencies.

  • Must be able to obtain and maintain the appropriate security SECRET clearance
  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID
  • This position is subject to provisions of the DoD Priority Placement Program
  • Employee may be required to work other than normal duty hours, to include evenings, weekends, holidays, and/or an on-call status
  • Employee will be required to travel on military and commercial aircraft for TDYs or conferences relevant to sexual assault/sexual harassment
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware
  • This position has been identified as a position of public trust IAW DOD policy. Minimum of a Tier 3 background investigation must be conducted every 5 years IAW the OPM requirement

  • Must obtain and maintain DoD Sexual Assault Advocate Certification and recertification from the National Organization of Victim Assistance (NOVA), as specified in DoD and AF policy
  • The work requires the employee to drive a POV/GOV. An appropriate, valid driver's license is required for this position
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
  • The SAPR VA will serve as Alternate SARC in a limited capacity and in rotation with other SAPR VAs during the SARCs absence from the office
  • The SARC will determine proficiency in Duties 1-4 and comprehension and application of confidentiality under MRE 514 before the SAPR VA is eligible for this duty
  • SAPR VAs that have been trained and possess an approved waiver to access DSAID will enter Family Advocacy Program cases, Sexual Assault cases and Sexual Related Incidents into DSAID as well as other case related information as SARC directs
  • The SAPR VA will perform other administrative and programmatic duties as assigned

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, + IOR for Social Science Series 0101. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) in social science; or related disciplines appropriate to the position; NOTE: You must submit a copy of your transcripts. OR Combination of Education/Experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; NOTE: You must submit a copy of your transcripts. OR At least 4 years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment. Using a knowledge of laws, regulations, executive orders, issues, etc., to include the Air Force organizational structure, management policies, methods, and practices relating to sexual assault/sexual harassment victim advocacy, and related interpersonal violence. Providing knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/sexual harassment. Applying knowledge of training and education techniques to implement and deliver sexual assault/sexual harassment training. Applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support/assistance. Employing various methods and techniques typical of a sexual assault/sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems. OR EDUCATION: Successfully completed at least three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a major directly related to the position of Violence Prevention Integrator. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that provided the applicant with knowledge of one or more of the social sciences equivalents to a major in the field; may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time in grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time in grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment. 2. Knowledge of laws, regulations, executive orders, issues, etc., to include the Air Force organizational structure, management policies, methods, and practices relating to sexual assault/sexual harassment victim advocacy, and related interpersonal violence. 3. Knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/sexual harassment 4. Skill in applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support/assistance. 6. Ability to employ various methods and techniques typical of a sexual assault/sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
