Duties
Works with writers, subject matter experts, and others to plan and design a variety of visual designs and communication products for distribution via print, internet, or video for training, publications, briefings, seminars, and conference materials.
Researches and writes copy, and designs, develops, and maintains multimedia web content that is visually appealing and features latest editing techniques to promote and communicate the mission of the Agency.
Performs layout of publications and furnishes all required printer specifications such as paper, color mode, typography, paper stock, binding.
Supports video production, to include scripting, directing, shooting and editing agency video and audio programs. Incorporates news, information, music, still and video images, and audio files into fast-paced video packages.
Analyzes text or script material to determine best means of presenting information in a visual format to clarify/simplify verbal material, taking into consideration the size and nature of the audience.
Conducts studies to determine the effectiveness of developed visual products in communicating to the intended audience. Develops measurement techniques and metrics, assesses outcomes, and make recommendations for improvement of product and processes.
Collaborates and maintains partnerships with internal clients and external customers, in order to discuss mutual problems, evaluate program effectiveness, and gain concurrence on projects and products.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
For GS-12: Specialized experience at the GS-11 grade level is defined as: providing comprehensive visual communication strategies for customers in the planning, development, and design of web-based, print, or video products, such as web-based visual design and use of graphics programs in desktop publishing, photo manipulation, video capture, and imaging.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
