This position is located in Cultural Resources, Partnerships, and Science, in the WASO Cultural Resources, Partnerships, and Science Office. The Architect serves as the Chief Appeals Officer for the Preservation Tax Incentives Program and reports to the Deputy Associate Director, Preservation Assistance Programs, Cultural Resources, Partnerships and Science.

Duties

The major duties of the Architect position include, but are not limited to, the following: Reviewing, holding hearings, and evaluating all appeals from property owners and/or their representatives of certification denials made by the National Park Service Works with Technical Preservation Services (TPS) staff to schedule appeals meetings, develop solutions to projects that can be offered to the appellants for corrective actions where possible, applies the Secretary of the Interior's Standards for Rehabilitation, and prepares technical responses to appellants. Applying authoritative knowledge and expertise of historic rehabilitation, technical preservation, and material conservation in analyzing/reviewing/evaluating the substance of appeals. Applying authoritative knowledge of architectural history in analyzing and/or reviewing the significance of complex and diverse cultural resources, encompassing buildings of many architectural styles and periods. Documents decisions and explains them in order to create a record for future decisions and for the development of policy.

Qualifications

All qualifications must be met by the closing date of this announcement-08/25/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-14 grade level, you must possess ALL of the following minimum qualifications by close of the announcement: Architecture Series 0808 Basic Requirements: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. or Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. -AND- To qualify for this position, you must possess all of the following minimum qualifications by close of the announcement: GS-14 SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Experience applying the Secretary of the Interior's Standards for the Treatment of Historic Properties; Experience applying the principles and practices of materials conservation and historic preservation theory, principles, practices, and techniques; Experience evaluating historic significance, integrity, and the physical condition of historic properties using National Register of Historic Places and/or other criteria; using, reviewing, and/or preparing National Register nominations, landmark designation reports, or other such reports that evaluate historic significance; and conducting research and documentation of historic buildings.. You must include hours per week worked. There is no substitution of education for experience at this grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
