The mission of the Office of Trade and Labor Affairs (OTLA) is to work to ensure that U.S. trade agreements are fair for American workers and workers around the world. As an International Administrative Specialist, the incumbent serves as the technical expert and point of contact in carrying out a wide variety of administrative functions that support management and other ILAB staff.
This position is outside the bargaining unit.
Duties
Major duties for this position include but are not limited to, the following:
Works closely with management to identify and to recommend potential solutions to administrative needs and problems.
Performs a wide-range of management analysis projects that aid in senior leadership in planning, reporting, and analysis of management processes throughout OTLA.
Assists with certain human resource-related functions including the development of hiring vacancy packages, onboarding/offboarding of staff, and training of staff.
Recommends and implements customer service standards.
Develops appropriate customer service measurements.
Prepares a variety of reports, electronic cables, correspondence, charts, and other documents and materials that relate to administrative functions.
Manages office automation and administrative systems.
Provides technical support and assistance to ILAB staff in travel management.
Supports office automation, administrative systems, and acquisition in operations of the office, which includes managing contracts and related software licenses to support the information technology (IT) environment.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Subject to pre-employment and random drug tests.
- Subject to a drug test prior to appointment at GS-11 and GS-12 grade levels.
Qualifications
You must meet the "Specialized Experience" to qualify for International Administrative Specialist, as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
For GS-11:
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-09 in the Federal Service. Qualifying specialized experience in the Federal Government obtained in either the private or public sector, includes one or more of the following:
Assisting a Contracting Officer's Representative (COR) reviewing reports or statements from vendors and/or contractors; AND
Designing recurring potential improvement reports and presentations for management.
OR
Assisting a purchase cardholder, managing and monitoring procured goods and services while reconciling monthly transactions in accordance with federal acquisition regulations (FAR); AND
Designing recurring potential improvement reports and presentations for management.
OR
I have three (3) years of progressively higher-level graduate education leading to a Ph.D. degree OR Ph.D. OR
equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester or 27 quarter hours will satisfy an academic year of graduate study.

OR
I have a combination of experience as described in "A" above and graduate education as described in "B" above that together total 100 percent to qualify for this grade level.

For GS-12:
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service. Qualifying specialized experience in the Federal Government obtained in either the private or public sector, includes either of the following:
Serving as a Contracting Officer's Representative (COR) reviewing reports or statements from vendors and/or contractors while monitoring performance; AND
Serving as Contracting Officer's Representative (COR) closing out contracts at the conclusion of the period of performance;
OR
Serving as a purchase cardholder, managing and monitoring procured goods and services while reconciling monthly transactions in accordance with federal acquisition regulations (FAR);
AND BOTH OF THE FOLLOWING:
Assisting with onboarding of new employees; AND
Analyzing administrative operations to produce reports for management to recommend potential solutions to administrative needs and problems.
