The primary purpose of this position, MANAGEMENT ANALYST GS-0343-11 Target 12, is to serve as a management analyst within the Information Analysis Branch to coordinate initiatives and actions on behalf of the Aircraft Directorate (LA) and perform assigned staff functions.

Duties

Develop/review logistics planning and programming documentation as it affects the Aircraft Directorate and its interface with other center organizations. Conduct analysis of depot workload requirements related to items such as utilization, capacity, interservicing, overseas workloads, Program Management Directives, Depot Activation, workload transfer etc. Conduct in-depth analysis on a wide range of issues that effect the operation of the directorate and its interface with other organizations both at Center and AFMC Headquarters level. Coordinate and conduct the directorate staff and business board meetings. Make recommendations to upper-level managers on Directorate and Center processes.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (e.g.: GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology; and developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Interpersonal skills in complex functions and work processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily sedentary. Considerable walking may be required on occasional visits to various Directorate and Center activities or to perform assigned duties. WORK ENVIRONMENT: Work requirements are normally performed in an office environment with adequate heating, ventilation, and lighting. Occasional visits to industrial areas may be required where prescribed safety equipment will be utilized and established safety precautions will apply.
