The primary purpose of this position is to serve as the resource advisor/budget analyst in the United States Air Force Weapons School (USAFWS), performing a variety of budget functions involving the formulation, execution, and analysis of budgets and related expenditures for annual training exercises and support activities.

Duties

Independently provides budget programming and expenditure management to ensure compliance with all laws, regulations, and policies associated with congressional directives, authorizations, and appropriations designated for the fiscal solvency of the USAF Weapons School and its 29 weapons systems. Formulates, establishes, and implements financial management policies, instructions, and procedures on matters relating to programming, budgeting, funding, forecasting, and status of funds. Responsible for providing advice, assistance, guidance on the development and execution of budgets and related plans in accordance with Future-Year Defense Plans. Conducts analyses, reviews, and special studies of budget and/or related information. Researches and analyzes available factual information, trends in the cost of accomplishing specific USAFWS work objectives such as everchanging WIC syllabi and new WIC stand-up costs, relationships among organizational needs/objectives, and/or budget information in unrelated documents and reports.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, and policies to perform and advise on budget administration tasks and to identify and refer those reprogramming actions which require prior approval. As well, the skill in the application of methods and techniques (e.g., cost-benefit analysis, amortization, depreciation, and pro- rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. 2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. 3. Skill in the application of methods and techniques (e.g., cost-benefit analysis, amortization, depreciation, and pro- rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. 4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. 5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
