The primary purpose of this position is to serve as a Human Resources Specialist (Classification) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
Duties
Performs classification assignments.
Provides position management advisory services.
Participates in special initiatives, studies, and projects.
Prepares written correspondence and other documentation.

- The duty location for this position is Tinker AFB. However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Human Resources Management Series.
This position may be filled at any of the following levels: GS-7. GS-9, GS-11, or GS-12. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below.
All eligibility and qualifications must be met by the closing date of this announcement however, this vacancy announcement may be used to fill other like vacancies within 120 days of the closing of this announcement and your eligibility requirements (e.g. time in grade) will be reevaluated.
This position is a developmental GS-07 Target GS-12 position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-07. This position is covered by a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade
SPECIALIZED EXPERIENCE: GS-07: One year of specialized experience which includes assisting/supporting in a human resources office, completing and reviewing a variety of human resources forms for relevance and accuracy, applying human resources principles to resolve non-complex issues. This definition of specialized experience is typical of work performed at the GS-05 grade/level position or equivalent in the federal service.
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.
OR
Bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of official transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify
GS-09: One year of specialized experience which includes carrying out position classification such as determining title, pay plan/pay schedule, series, grade level/pay band, skill codes, and Fair Labor Standards Act (FLSA) coverage AND position management advisory services. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR'
LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts
GS-11: One year of specialized experience which includes knowledge of classification practices related to federal position management, design, and maintenance, structuring technical organizations and positions for mass reorganizations and realignments, and preparing official written classification products such as classification evaluation statements, classification metrics, and classification reports. This includes experience in classifying positions for organizations that are somewhat complex. Reviews and prepares documentation for classification audits and advisories.This definition of specialized experience is typical of work performed at the GS-09 grade/ level position or equivalent in the federal service.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
GS-12: One year of specialized experiencetechnical knowledge of classification concepts, principles and practices related to: federal position management, design and maintenance; structuring highly technical organizations and positions for mass reorganizations and realignments; preparing official written classification products such as classification evaluation statements, classification metrics, and classification reports; experience in classifying positions for organizations that are complex and dynamic; and reviewing and preparing documentation for classification audits and advisories. This definition of specialized experience is typical of work performed at the GS-11 or above grade/level or equivalent position in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in--grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic Federal HR classification techniques.
2. Ability to communicate factual and procedural information clearly, orally and in writing.
3. Ability to gather and analyze facts and draw conclusions from information.
4. Ability to identify instances of poor position management.
5. Ability to consult effectively with co-workers and specialists in other offices.
6. Ability to work as a member of a team.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
