The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Formulation, development, production and evaluation of policies, processes, and guidance regarding ODNI Information Systems (IS) and Information Technology (IT).
Communicate these policies, processes, and guidelines to ODNI stakeholders.
Perform the review and analysis of ODNI IS and IT policies, processes, and guidelines contained in United States Law, United States Government (USG) and Intelligence Community (IC) Directives, Policy Guidance, Standards, plans, and memoranda to ensure ODNI IS and IT policies and procedures are consistent with these documents.
Lead and oversee staff in the formulation, development, production, and evaluation of policies and guidance. Lead and direct the development of substantive intelligence briefings, presentations, reports, and other materials to inform senior leadership and other major stakeholders on CIO policy issues.
Mitigate project risks by identifying the risk tolerances customers and other stakeholders to determine overall acceptable levels of risk; conduct risk analysis to identify and prioritize risks; characterize threats and opportunities to determine mitigation strategies.
Oversee the work of team members; monitor work activities to ensure counterintelligence and security policies and procedures are followed; provide help or assistance to team members or others when needed; communicate needs and requirements to project team members.
Manage the expectations of senior-level customers and ensure the delivery of quality products and services; lead the examination of project successes and failures and develop solutions to improve products and services.
Employ effective writing and editing of CIO policies to ensure quality, consistency, and adherence to ODNI writing guidelines.
Develops analysis of program alternatives.
Initiate, cultivate, and maintain productive working relationships with colleagues across the ODNI and the IC and use these relationships to produce policies and other guidance that effectively manages the ODNI IT enterprise.

Employ effective negotiating skills, and the ability to resolve differences with other offices in ways that resolve policy issues and effectively while taking into account differing and dissenting views.
Qualifications
Extensive program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.
Extensive ability in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements.
Extensive ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Demonstrated experience examining project successes and failures and making expert recommendations to improve products and services; considerable ability to deal with service failures and prioritize customer needs.
Extensive ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs.
Demonstrated knowledge of the rules of governance and project lifecycle methodologies; considerable knowledge of Project Management concepts and principles.
Interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment and to lead and mentor junior colleagues.
Extensive ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.

Based on assignment, may require Contracting Officer's Technical Representative (COTR) Certification and proven track record as COTR.
Extensive ability to develop or implement information systems security plans and procedures.
Extensive ability to perform thorough work and conscientious about attending to detail.
Thorough knowledge of one or more computer disciplines/specialties (hardware, software, networks); broad knowledge of other related disciplines.
Ability to quickly identify and apply new technologies, methodologies, and technical languages.
Education
Bachelor's degree.
