This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief People Officer (OCPO), Talent Acquisition, Recruitment and Staffing. The incumbent assigns subordinates to resolve issues/problems requiring consideration of the total human resource management program. Applies a comprehensive knowledge of human resource management to provide advice and assistance to serviced components utilizing HR skills.
Duties
As a Supervisory Human Resources Specialist (Recruitment and Staffing), GS-0201-14, (organizational title Staffing Branch Chief), your typical work assignments may include the following:
Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
Instructs employees in specific tasks and job techniques, and provides written instructions and reference guides to facilitate work.
Develops and modifies HR standard operation procedures (SOPs) and policies for staffing and administrative programs.
Provides on-the-job training to new employees including when new procedures are fielded.
Provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates: (1) Advising on staffing and personnel action processing in the areas of delegated examining, merit promotion, and special appointing authorities in the competitive and excepted services; (2) Leading a team of human resources (HR) professionals responsible for performing a range of HR operations; (3) Providing authoritative guidance to staff and senior management officials regarding Human Resources laws, regulations, policies, and procedures; (4) Training staff on HR policies and systems.
Desirable Qualification: Successful completion of the Office of Personnel Management Delegated Examining (DE) Certification Assessment Program.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
