Duties
This position is located in the Executive Office for United States Attorneys and/or United States Attorney's Office (EOUSA), Human Resources, Operations. This is a developmental position targeted to a full performance level GS-13. The assignments in this position are designed to prepare the incumbent to perform the duties and responsibilities of the target position. Typical duties will include:
-Uses an automated staffing system to create job analyses, assessment questionnaires, and job announcements for merit staffing, delegated examining, pathways, and attorney cases.
-Rates and ranks candidates and prepares and issues selection certificates.
-Advises new employees on basic benefit information and eligibility to include, FEHB, FEGLI, CSRS/FERS and Thrift Savings Plan (TSP).
-Provides advice on basic pay, premium pay and leave administration laws and regulations.
-Advises management on appropriate procedures and practices involved in developing performance workplans and submitting and justifying employee award nominations.
-Advises supervisors, managers, and/or employees on performance, conduct, and grievance issues.
-Processes personnel actions in the Payroll/Personnel System (PPS).
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
GS-07: To be eligible at the GS-07 level, you must have at least one year of specialized experience equivalent to the GS-05 level in federal service.
Specialized Experience: Specialized experience is defined as advising mangers; explaining staffing requirements, processes and procedures to supervisors and managers, employees, and job applicants. Providing advice and assistance to employees regarding employee benefits.
OR
Education: One full year of graduate level education OR Superior Academic Achievement: A full four year course of study leading to a bachelor's degree or expect to complete within 9 months, and meet one of the following superior academic achievement provisions: (1) class standing in the upper one-third of the graduating class; (2) a grade point average (GPA) of 3.0 or higher as recorded on the official transcript, or computed based on courses completed during the final two full years of the curriculum; (3) a GPA of 3.5 or higher based on the required courses completed in the major field or the required courses in a major field completed during the final two years of curriculum; or (4) election to a membership in a national scholastic honor society.
OR
Combination of Specialized Experience or Education: Combination of specialized experience as described above and education as described above in which when combined equal 100% of the requirements. In order to qualify based on a combination, graduate level education must be in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
GS-09: To be eligible at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level in federal service.
Specialized Experience: Specialized experience is defined as providing technical assistance to managers and employees on federal civilian Human Resources laws and regulations related to one of the following functional areas: recruitment and placement, position classification, employee benefits, leave and compensation. Examples of specialized experience include experience in the following: providing technical assistance to employees and management in a variety of staffing and recruitment services; coding and processing a variety of personnel actions; reviewing position descriptions; assisting in administering guidance on pay and leave; employee benefits; and other human resources functional areas.
OR
Education: Master's or equivalent graduate degree (such as an LL.B. or J.D.) or 2 full years of progressively higher level graduate education leading to such a degree.
OR
Combination of Specialized Experience and Education: Combination of specialized experience as described above, and education as described above in which when combined equal 100% of the requirements. To calculate your percentage of graduate education, first determine the total number of graduate hours that exceed 18 semester hours (or your school's definition of one year of graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. (Only graduate education in excess of the first full year may be used in this calculation).
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
