This position is located in the Executive Office of the President, Office of Administration, Office of the Chief People Officer, Talent Acquisition. The incumbent will serve as a Human Resources Specialist providing the full range of advisory services to management officials and executing a wide range of recruiting and staffing activities for components of the Executive Office of the President.******Telework eligible after 30 days onsite******

Duties

As a Human Resources Specialist, GS-0201-9, your typical work assignments may include the following: Advises management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs. Provides guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that may help in staffing the organization and in improving employee productivity, morale, and retention. Takes all appropriate steps and actions to appoint, promote, detail, reassign, demote, transfer, etc., in accordance with established policies, regulations and program goals. Makes full use of special employment programs for students, youth, veterans, the handicapped, under-utilized employees, minorities, and disadvantaged candidates. Researches the qualifications and skills needed and conducts job analyses with subject matter experts to distinguish truly well qualified applicant and those with the ability to learn the job in reasonable periods of time. Explains regulations, procedures, and determinations to inquiring employees, candidates, and supervisors. Prepares or completes necessary documents and case files on personnel actions. Manages and maintains full visibility over all RPAs and provide advice/assistance in all stages of the recruitment process. The duties are written at the full performance level. At the GS-09, you will be performing in a developmental capacity under supervision. The level of supervision decreases with each career ladder promotion. Promotions are not implied or guaranteed.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • Only experience and education obtained by the closing date of this announcement will be considered.
  • The agency requires 30 days on site before being eligible to participate in the telework program.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-09 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrates (1). Interpreting laws, regulations, and/or policies to provide guidance on HR topics to include staffing; (2). Utilizing HR systems to process personnel actions or post vacancy announcements. (3). Responding to inquiries from applicants or hiring officials regarding statuses. OR A master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
