About the Position: The Project Manager is responsible for managing the efficient coordination and accomplishment of the planning, scope, development, design, and direction of major projects. This position requires a broad technical background as well as experience in various functions including a full and in depth understanding of procedures, authorization, and appropriation processes, contract procurement and administration, and a strong management background.
Duties
At the full performance level, incumbent will:
Serve as Project Manager, which includes responsibility for the overall management, control, coordination, and execution of assigned projects.
Coordinate the planning, design, and cost for projects of substantial scope and complexity measured by the diversity, geographical area, management demands, technical intricacies, and public issues.
Serve as primary point of contact for projects with assigned customer which may include Federal, State, and local government agencies or interest, other external organizations, and higher authorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Confidential Financial Disclosure, OGE-450, upon entering the position and annually thereafter in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17 NOV 2011.

Minimum Qualifications for the GS-11: Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes assisting with Project Management processes and policies of assigned construction projects; assisting with the effective coordination and accomplishment of the planning, scoping, design, construction, and direction of assigned projects; assisting with the management of project milestones and budgets of assigned projects.
Minimum Qualifications for the GS-12: Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience facilitating Project Management processes and policies of assigned construction projects; managing the effective coordination and accomplishment of the planning, scoping, design, construction, and direction of assigned projects; managing project milestones and budgets of assigned projects.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-11, applicant must have 52 weeks of Federal service at the next lower grade level of GS-09. For the GS-12, applicant must have 52 weeks of Federal service at the next lower grade level of GS-11.
