Duties
Assists the Human Resource Manager in the planning and operation of all phases of the HR program for the Central Office. Responsible for recruitment, staffing and placement, position management, labor relations, employee benefits, payroll processing actions through National Finance Center (NFC), the personnel security program, performance evaluations and incentive awards. Contributes to the formulation of Bureau program policies and procedures by reviewing, analyzing and establishing goals and priorities on HR matters. Reviews operation of program areas to ensure regulatory requirements are met.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education:There is no substitution of education for specialized experience for these grade levels. OR Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience which provided a comprehensive working knowledge of and skill in performing the functions related to position classification, compensation, recruitment and placement, human resources development, employee relations and benefits, and labor management relations in the federal government.
Experience in explaining key personnel policies and ensuring departmental compliance with all applicable federal, state, and local laws, rules, and regulations.
Experience with the agency's negotiated labor/management contract and the agency's organizational structure.
Experience which provided knowledge of federal human resources regulatory references.
