The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Network level. This position is under VISN 21 HRMS Strategic Business Unit (SBU).

Duties

Major Duties: Assists HR specialist with the on boarding of new employees to include arranging for physical examinations (based on the occupation), ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry -on -Duty and/or release dates from losing office, forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks). Independently conducts orientation for new appointees as determined appropriate. Reviews completed documents for missing or conflicting applicant information, as required. Responsible for processing new employee's enrollments, administering the oath of office, and ensuring standards of conduct and government ethics orientation are completed and signed. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday- Friday 8:00am -4:30pm (Incumbent is required to work 7:00am - 3:30pm on the first Monday of each pay period (or the first Tuesday of a pay period when Monday is a Federal holiday). Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -05 position you must have served 52 weeks at a GS 04. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Accomplish routine support tasks within the HR office; Use a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records as needed, Provide routine information OR, Education: Completed 4 years above high school. OR Combination: Combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Add the two percentages together. The total percentage must equal at least 100% to qualify.] (NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH APPLICATION MATERIAL. CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESENT ON TRANSCRIPT(S). GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a personal computer, terminal, and office software to enter data, complete forms , and correct errors and omissions in HR documents, files, and records as needed. Knowledge of whether a test needs to be administered; Knowledge of maintain files and/or employees record, position descriptions, training records, or other HR items. GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of payroll processing in order to facilitate new hire payroll document completion and successful handoff to payroll department. Knowledge of current HR database systems in order to retrieve and analyze information used to generate documents, records, reports, etc. that contain tables or graphs. Communicate orally and in writing in order to respond to inquiries regarding Human Resource procedures, processes, and/or related functional areas. You will be rated on the following Competencies for this position: Computer SkillsCustomer Service (Clerical/Technical)Manages and Organizes InformationTechnical Credibility Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is generally sedentary and requires sitting, walking, standing, bending, and/or carrying light items.
