The Federal Workforce Branch (FWB) focuses on Federal workforce policy and alignment of agencies' personnel proposals with broader government-wide goals. OMB's FWB partners with OPM to implement effective government-wide personnel policies/practices. Typical FWB work topics include: strategic workforce management, Federal hiring, employee engagement, pay, DEIA, and human capital data strategy, among others.

Duties

As a Performance Manager, GS-0301-14/15, your typical work assignments may include the following: The incumbent takes the lead in interagency efforts to improve organizational performance, management, and efficiency of human capital policies and programs across the government. The incumbent provides leadership on human capital and Federal workforce policies and implementation, to include clearly communicating priorities and guidance to agencies. - The incumbent leads cross-cutting teams of government experts to resolve long-standing management problems.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: 1)Analyzing program performance data and identifies best practices, diagnoses challenges, and provides solutions to overcome organizational performance barriers; 2) Analyzing program and policy issues related to strategic workforce, human capital, enterprise-level human resources policy, or other closely related topics; 3) Leading task forces or work groups to conduct special studies or innovative projects related to human capital performance management, strategic planning or other closely related management issues; AND 4) Working with senior leadership to develop precedent setting direction for an organization; analyzes organizational, operational, and management challenges and develops recommendations to identify and overcome barriers to human capital management or other related strategic management issues. You may qualify at the GS- 15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: 1)Analyzing program performance data and identifies best practices, diagnoses challenges, and provides solutions to overcome organizational performance barriers; 2) Analyzing program and policy issues related to strategic workforce, human capital, enterprise-level human resources policy, or other closely related topics; 3) Leading task forces or work groups to conduct special studies or innovative projects related to human capital performance management, strategic planning or other closely related management issues; 4) Working with senior leadership to develop precedent setting direction for an organization; analyzes organizational, operational, and management challenges and develops recommendations to identify and overcome barriers to human capital management or other related strategic management issues; AND 5) Managing projects and develops plans for change management and implementation across organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
