This Staff Associate (Financial Administration) is located in Division of Institution and Award Support (DIAS), Office of Budget, Finance, and Award Management (BFA). The primary purpose of the position is the Staff Associate reports to the Division Director and serves as senior advisor on the integration of outreach, related business requirements, and NSF policies directly related to internal and external proposal and award management, and strategic planning.

Duties

As a Staff Associate (Financial Administration), you will perform the following duties: Serves as Staff Associate to the Director, DIAS, responsible for providing staff support, advisory services, consultation, and analysis in strategic planning, proposal and award management systems, and integrating outreach requirements and policy. Provides expert advice to the Division Director and Deputy Director on broad innovation strategies, proposal and award systems issues, and assesses consistency of systems with established NSF objectives. The incumbent improves overall resource management, promotes sound business practices throughout the NSF, BFA, and DIAS, and develops new and innovative approaches to support and integrate the division's functions. Provides staff assistance to the Division Director and Deputy Director in support of Division activities, including in areas such as communications, information technology implementation and governance, and business process re-engineering. Identifies critical issues of potential concern, performs required research to determine policies and practices impacting the issues, and presents alternatives, including recommended resolution. Develops strategies and plans for the implementation of the approved solutions. Reviews and implements new processes and government-wide initiatives. Typical processes include, but will not be limited to, leadership in development and execution of BFA Forums, support Division Director and Deputy Director in their roles on NSF governance bodies, and leadership in harmonizing NSF and government-wide systems with NSF proposal and award and policies. Provides leadership and advice in support of information technology business process development for all NSF assistance awards. Actively engages with the Office of Information Resources Management on NSF system development in support of E-gov (electronic government) activities and other OMB and Federal Grants Management and Legislation as they impact external users of NSF's proposal and award strategies. Serves as the DIAS collaboration coordinator for strategic IT initiatives and is responsible for closely collaborating with the DIAS systems and Policy Offices, the Division of Information Systems, and other NSF organizations in administrating, overseeing, and interpreting business rules impacting externally facing services. Represent the CFO and the DIAS leadership team by providing detailed presentations at meetings and conferences with NSF Officials and Program Managers related to proposal and award management system processes and reporting requirements affecting NSF, OMB, and GAO officials on Government-wide initiatives. Analyzes the integration of other activities of the Foundation and recommends areas needing improvement. Performs a wide variety of analyses and studies using appropriate statistical methods and management analysis techniques to identify and evaluate data sources, analyze the data, and prepare conclusions and recommendations. The results of these analyses frequently have a substantial impact on the management of DIAS and NSF. Performs analyses to benchmark proposal and award management system function and requirements to measure performance and identify best practices. Formulates techniques to leverage NSF business data to improve data reliability and increase accountability. Performs other duties as assigned to support the operations of the division.

Qualifications

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the Federal Service in providing complex administrative direction and oversee financial management activities. Examples of specialized experience include the following: the ability to facilitate and lead complex project management activities; developing or assisting in the development of internal control policies and procedures; leading interagency groups to consensus; information technology re-engineering; and developing and streamlining government-wide grants policy. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
