The primary purpose of this position is to serve as a senior labor-management relations specialist performing advisory services for the Civilian Personnel Flight.
Duties
Serves as a senior specialist providing assistance, advisement and consultation to wide range of management and supervisory officials at the installation level with varying missions.
Ensures installation compliance at all levels in accordance with the AFMC/C214 Master Labor Agreement.
Serves as the Labor-Management Relations (LMR) focal point/subject matter expert for one or more LMR programs or functional areas and/or projects such as, but not limited to, arbitrations, administrative grievances, unfair labor practices, labor management forums, information requests, e-based sites, etc.
Composes a variety of documents specific and outside the LMR functional area to include articles for publication in newsletters, briefings, training courses, reports, policy letters, advisories, comments on new supplements/regulations/directives, and local responses to inquiries from Congress, higher headquarters, and other federal agencies.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in resolving labor relations issues and providing labor-management relations (LMR) program support; researching and reviewing regulations, laws and policies affecting LMR programs to ensuring decisions and/or remedies are legally sufficient; planning, participating in projects, identifying problems and deficiencies to make recommend workable resolutions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of wide-range of labor management relations concepts, case law, principles, practices, legal an regulatory requirements sufficient to perform detailed analyses to draw conclusions on complex issues, problems and situation in order to advise managers on a wide range of issues.
2. Extensive knowledge of Federal Human Resource Management functions, theories and techniques and the basic relationship of various HMR disciplines sufficient to advise management and employees regarding rules, regulations, procedures on their obligations and entitlements.
3. Knowledge of legal research methods, information gather techniques, and analytical capabilities sufficient to locate, interpret and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have reached.
4.Knowledge and skill on conflict resolution techniques sufficient to interact in highly charged, emotional situations which may arise due to delicate or highly contest case matters and determinations.
5.Proficiency in gathering facts and using effective analytical and evaluative methods to accurately assess information to produce legal and sound decisions and advisory services.
6.Ability to communicate effectively with others, both orally and in writing at a sufficient level to formulate and present arguments, advisory opinions, case documentation and installation specific policy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
