This position is located with the Bureau of Indian Affairs, Southwest Region in Albuquerque, New Mexico to plan and coordinate the region's National Environmental Policy Act compliance program. NOTE: THE PAY FLEXIBILITIES OF A RECRUITMENT BONUS OR RELOCATION BONUS MAY BE AUTHORIZED PENDING AVAILABILITY OF FUNDS AND MANAGEMENT APPROVAL.

Duties

Serve as the regional staff authority on environmental quality. Responsible for carrying out the direction set forth in the National Environmental Policy Act (NEPA). Coordinates, reviews, and recommends final technical approval to all plans and programs of environmental factors. Conduct meetings, public hearings, environmental review, and consultations for preparation of environmental assessments and environmental impact statements. Monitor and evaluate environmental resource contracts with professional consultants and contractors. Prepare complex technical reports based on reviews of the environmental situation.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standard for Administrative and Management Positions, GS-0028). Minimum Qualification GS-12: 1 year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Examples of specialized experience include: preparing, arranging or reviewing environmental documents required for compliance with National Environmental Policy Act (NEPA) and Environmental laws and regulations, policies and procedures; work involves preparing written technical documents; reviewing project documents prepared by other agencies and parties; and managing project contracts with private contractors for document preparation, and/or collaborating with tribal departments for the same; work that involves serving as a senior advisor to management on requirements of compliance and planning; writing environmental impact statements, environmental assessments, correspondences, briefings; dealing with multiple permitting agencies at the local, state, tribal, and federal levels; synthesizing complex environmental information from a variety of sources for inclusion into documents readily understood by the public; conducting environmental training and presentations; understanding and incorporating management policies into completed documents. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
