Duties
This position is located at Alcohol and Tobacco Tax and Trade Bureau, Assistant Administrator- Management CFO/Human Resources Division.
As a Human Resources Officer, you will:
Direct a Human Resources program that is true to merit system principles, mission driven and promotes a diverse workforce.
Serve as the primary staff advisor to the Administrator, TTB and the Bureau's top management officials and as such is consulted regularly for advice and guidance on all matters concerning personnel administration.
Ensure that personnel programs are administered effectively and efficiently and that they are responsive to the specialized needs of TTB management and staff in the primary functional areas of position classification, position management, recruitment and placement, employee relations, labor management, employee performance, employee benefits and pay administration.
Advise and inform management on the impact of proposed or existing personnel policies and procedures on TTB programs.
Interact with the Office of Personnel Management (OPM) on policy issues and assures TTB's compliance with personnel laws and regulations.
Qualifications
You must meet the following Specialized Experience requirements by the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Interpreting and applying Federal Human Resources (HR) laws, rules, and regulations in overseeing HR management programs, including HR planning; AND
Overseeing HR program and operations budget development and execution; AND
Developing and instituting new HR policies, concepts/principles, or systems for HR Management.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
