The primary purpose of this position, IT Specialist (PLCYPLN), GS-2210-09, is to serve as an equipment management technician, providing customer service, training, oversight and direction to organizational equipment custodians managing all computer related equipment and supplies.

Duties

Perform computer equipment accountability and management. Prepare and coordinate purchase requests for basic IT equipment and assist higher grade IT Specialists in preparing the IT equipment budget. Represent the Primary Equipment Control Officer (ECO) to Hill Air Force Base, Utah. Provide guidance, assistance, and training to customers. Perform general clerical support work.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR) for the GS-2210, Information Technology (IT) Management Series, (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing and information security management. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completed a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed post 1 full year of graduate level education Or superior academic achievement and my degree is in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of equipment management procedures and policies. Knowledge and experience with equipment management systems and warehousing policy and procedures. Knowledge of IT systems life cycle management principles. Ability to provide training and guidance to users in the proper use and application of ticketing and equipment systems, equipment management and inventory transfers. Ability to apply basic analytical methods and techniques to resolve routine problems and/or deviate from normal equipment management procedures or program requirements; and to conduct extensive searches for information and to reconstruct records for complex transactions. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents, such as letters, reports, memos, and form letters. Ability to interpret contract delivery orders to validate and verify equipment receipt and contract certification. Physical Demands: The work requires some physical exertion such as long periods of standing; recurring bending, crouching, stooping, stretching; reaching; or similar activities. Incumbent is required to comply with all safety practices, procedures and regulations. May involve hazards in handling and unpacking of material; possibility of cuts and abrasions in unpacking materials. This level of physical demands occurs when employees are regularly assigned to activities such as tracing misplaced items or conducting physical inventories in warehouses, depots, and other storage areas, or when they are regularly involved in placing and retrieving equipment on warehouse racks or involved with receiving and distributing equipment. Moderate lifting, 15-24 lbs with assistance. This position requires a pre-employment physical. Work Environment: The majority of work is performed in a typical office setting that is adequately lighted, heated, and ventilated, but is not limited to this work environment. Some work involves moderate risks or discomforts which require special safety precautions, such as working around moving warehouse equipment, carts or machines and working outdoors during hot or inclement weather when loading and unloading equipment from or onto vehicles. Employees may be required to use protective clothing or gear such as masks, safety shoes, goggles, back belts and gloves. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
