You will serve as the Air Cushion Vehicle Project Manager (E30) within the Expeditionary Systems Division (E30) at the NAVSURFWARFCTR PANAMA CITY DIVISION.
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.
Duties
You will manage the planning, execution, monitoring, and control of tasking to achieve objectives for cost, schedule, and performance, to include financial tracking/reporting, risk/schedule management, and implementation of corrective actions.
You will negotiate fiscal year tasking with sponsors, to include scope/requirements definition, cost estimation, and resource management.
You will lead a diverse team of technical personnel in the execution of DoD Acquisition activities for the Air Cushion Vehicle (ACV) program across all ACV project areas and assigned roles.
You will lead, mentor, and develop the project management skills of project managers and task leads within the ACV program.
You will collaborate closely with Division line management, and Division technical leadership in support of Division, Portfolio, and Project objectives.
You will serve as a principal liaison between the project and external stakeholders, and will facilitate effective communication across the project.
You will lead the project in utilization of Division, Program, and Navy standard tools to definitize tasking for sponsor approval, collaborate with stakeholders on work product review and approval, and manage project execution.
You will apply problem/conflict resolution skills for resolving technical and programmatic issues between the various organizations supporting task execution.
You will collaborate with other Project Managers for continual process improvement and implementation of best practices.
You will support execution of Division initiatives for continual process improvement within the CMMI model and in accordance with ISO standards.
You will support execution of Division, Department, and Command strategic objectives.
You will communicate authoritatively orally and in writing at all levels of the organization to include flag officer and Senior Executive Service level informing and advising on execution status.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Engineer or Scientist leading the planning and execution of Air Cushion Vehicle (ACV) projects or equivalently complex naval projects.

For the ND-0801, Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. For the ND-1301, Professional Physical Science Series: A bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
For the ND-1515, Professional Operations Research Series: A bachelor's or higher degree in operations research.
OR-
A bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
For the ND-1550, Professional Computer Science Series: A bachelor's degree in computer science.
OR-
A bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
