The primary purpose of this position is to as an Organizational Policy Officer at the Air Staff level responsible for development and application of USAF-wide organizational philosophy, objectives, principles and policies. Applies this knowledge to USAF-wide organizational and management problem s and develops problem solutions.

Duties

Analyzes and develops organizational initiatives, applying established organizational policies and principals to assess the impact of the change on the affected activity and other major Air Force structures. Actively and independently consults with key customers. Acts as senior organizational consultant to commands and functional agencies. Stays abreast of organizational developments and problems and possible need for procedural assistance. Provides information and expert advice, resolves problems and explains policy, procedures and implications to manpower/functional officials of HQ USAF commands/functions. Provides training and guidance to division military in assigned areas. May consult with Division Chief on unusual situations. Develops, coordinates and issues Department of the Air Force Manpower and Organization (DAF/A1M) letters by authority of the Secretary of the Air Force. These letters are the only authoritative documents for the constitution, activation, redesignation, assignment, reassignment, inactivation, and disbandment of Air Force units. Coordinates on correspondence concerning actions, which will result in DAF/A1M letter actions, unit moves, etc. Independently responsible for information depicting the organizational structure and functional responsibilities of assigned MAJCOMs, FOAs, and DRUs. Responsible for maintenance and management of the Organization Information Management System to include an array of organization data, i.e., number of wings and squadrons, organization charts, etc. Prepares reports, briefings, submissions, justifications and background papers. Researches background materials, assembles, analyzes, correlates and presents findings and recommendations in appropriate format for higher level decision-makers.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Leave accrual may be authorized upon request
  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID. Refer to AFMAN 36-606 for guidance regarding centrally managed positions to determine PCS allowances.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes having working knowledge of principles of organization, including span of control, and unity of command. Legal authority affecting Air Force organization including Title 10 U.S.C. Mission of the Air Force major component (Major Commands) and their primary subordinate units (NAFs and Centers). Major Air Force functional areas e.g., Personnel, Training, Services, etc. Rules ofassigning units heritage and the scoring and measurement system. Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. 2. Knowledge of Manpower functions, theories and techniques to include Manpower programming/allocation/requirements processing. 3. Knowledge of instructions/regulations/guidelines/policies applicable to Manpower. 4. Knowledge of productivity/quality improvement tools and techniques. 5. Ability to prepare written and oral information clearly, concisely, and effectively. 6. Ability to gather, assembles, and analyzes facts, use statistical analyses tools, draw conclusions and devise solutions to problems. Ability to communicate effectively both orally and in writing; negotiates complex issues; maintains good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
