Duties
In this position, you will serve as a Personnel Security Specialist, in your assigned region. As a Personnel Security Specialist, you will work proactively and collaboratively with federal, state, local, tribal, and territorial government mission partners and members of the private sector stakeholder community to protect the nation's critical infrastructure. Typical work assignments include:
Reviews and interprets new directives, program changes, legal initiatives, and/or guidelines concerned with security and resilience activities affecting critical infrastructure.
Plan, coordinate, and conduct complex critical infrastructure security and resilience assessment activities, including the generation of Protective/Resilience Measure Indices based on industry standards, identifying vulnerabilities, and presenting recommendations to corporate executives and/or senior officials to mitigate risk.
Leads, coordinates, and develops complex assessments of critical infrastructure lifeline dependencies and three-year-long, multi-sector Regional Resilience Assessment Program (RRAP) projects that examine physical and/or cyber resilience.
Coordinates and leads assessments and analysis to identify dependencies, gaps, interdependencies, and vulnerabilities.
Coordinates and collaborates with high-level executives in response to, and recovery from, natural or man-made incidents in accordance with the National Response Framework.
Coordinates with and deploys to Emergency Operations Centers to lead critical infrastructure response and recovery efforts.
Identifies and develops strategies for risk mitigation training based on needs analysis.
Plans, develops, coordinates, and executes outreach in response to threats and the threat environment.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
Experience analyzing, investigating, and assessing critical infrastructure personnel security and resilience processes, procedures, dependencies, interdependencies and vulnerabilities for facilities, systems and protection programs.
OR
EDUCATION:
A. Master's or equivalent graduate degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and be obtained from an accredited college or university.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
Experience functioning as a strategic, operational and technical authority in advising critical infrastructure partners, owners and operators, and officials on personnel security and resilience improvements to reduce vulnerability and risk.
OR
EDUCATION:
A. Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and be obtained from an accredited college or university.
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.M. (Master of Laws) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Interagency/Career Transition Assistance Program (I/CTAP) Eligibles: If you have never worked for the federal government, you are not I/CTAP eligible. Education
GS-09 grade level.
A. Master's or equivalent graduate degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and be obtained from an accredited college or university.
