Duties
Performs a variety of administrative and oversight services in the following programs and services functions:
Maintain, repair, or modify facilities by upgrading or replacing utility systems, inspecting physical structures, utilities, roadways, and surrounding grounds; and planning and overseeing work performed by carpenters electricians, utility systems(s) operators, and/or others.
Operate facility programs and services efficiently by assuring compliance with all certification safety fire prevention and security program requirements, inspecting and directing activities providing services such as plumbing utility, water and sewage treatment, telephone, and elevator services, inspecting contractors' work for compliance with specifications or standards, determining and projecting funding requirements, and justifying budget requests.
Creates internal job orders with Dept of Public Works (DPW) and determine feasibility, scope and funding to sustain facilities and continuation of operations. Establishes and maintains liaison efforts with DPW, coordinate work efforts and report completions or discrepancies in requested work. Attends status meetings.
Manages numerous aspects of facilities maintenance, construction, and management for DAU's historic and other facilities.
Assists/leads efforts for modernization/renovation of DAU facilities being done by out-sourced contracts.
Support regional Operations personnel to ensure current leases are meeting expectations, create recommendations on modifications (increase or decrease of square footage footprint) with mission and budgetary implications. Reviews proposed new facilities needs for overall adequacy for accomplishing programmed goals and objectives.
Serve as Contracting Officers Representative (COR) as required for construction and sustainment projects.
Develops statement of work, specifications, independent cost estimates, concept floor plans, project schedules associated with maintenance/facility/construction related projects. Prepares detailed procurement documents for outsourced projects or in-sourced projects. Conduct project proposal technical evaluations, responding to request for information, submittal and design reviews, close-out documentation, and project inspections.
Lead all design efforts related to facility improvements, modernizations, renovations, or new construction to include the procurement of the design contractor, scheduling and conducting design meetings with all project team members, reviewing design documentation to ensure requirements and building codes are met, ensure the design schedule and budget is met.
Manage and receive project approvals from all DPW divisions to include, but not limited to Master Planning, Engineering, Environmental, Historical, and Safety.
Serve as the safety, quality control, and project management representative for all Ft. Belvoir campus projects to insure all building code and other project requirements are properly met.
Ensures that short and long term facilities requirements developed by Operations meet all objectives, specified in the DAU Annual Performance Plan and Strategic Plan.
Assists with the development of guidance and provide oversight for DAU infrastructure including all functions in the areas of enterprise facilities maintenance and sustainment, and real property management. Assists in design efforts for construction projects at main campus, Ft. Belvoir.
Responsible for the facilities planning and space management at the main campus, as well as all other DAU training sites. Prepares the bi-annual DAU Facility Master Plan.
Responsible for development of furniture concept plan, scope of work, obtaining independent government estimate, scheduling install, and managing install of DAU furniture.
Serves as the Alternate Safety Officer, assists in conducting safety inspections for all DAU Ft. Belvoir facilities and reporting any issues to the Director of Operations with recommended corrective actions.
Builds relationships and collaborates with peers and program management leaders from all organizations, including DPW, GSA, Corps of Engineers, Department of Justice, etc. regarding projects and DAU facilities within the area of responsibility.
Maintains digital copy and properly maintains all records related to DAU construction/renovation/modernization projects and Maintenance records according to DOD records keeping requirements. Uses AutoCAD drafting software to develop floor-plans and coordination drawings.
Performs other duties as assigned.

- Incumbent may be required to obtain and maintain an appropriate security clearance.
- You may be required to serve a one (1) year probationary period.
- The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
- Work may require travel away from the normal duty station on commercial aircraft.
Qualifications
You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in:
GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the next lower broadband, NH-02, equivalent to the next lower grade, GS-011 or equivalent, in other personnel pay systems including specialized experience as follows:
Experience using software, such as Microsoft Project, to develop project schedules, timelines, and critical paths to support project planning requirements.
Experience using drafting software, such as AutoCAD, to develop floorplans and coordination drawings.
Demonstrated experience managing facility design projects (improvements, modernizations, renovations, or new construction) from origination to project completion.
Demonstrated experience managing a project team, schedule and budget to meet all mission and organizational goals and objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
