The primary purpose of this position is To serve as a Supply Specialist for WPAFB Fire Department providing effective control of supply transactions, correlated operational taskings, inventory control issues, having in depth knowledge of parts and materials that are unique to the fire department.

Duties

Serves as the control point for the effective management of supply transactions, correlated operational taskings, inventory control issues maintaining an in depth technical knowledge of equipment that are unique to the 788th Civil Engineering Squadron Fire Department. Provides guidance, direction, and technical assistance to appropriate personnel to ensure compliance with applicable DoD, AF, AFMC, and AFLCMC regulations, instructions, directives and policy. Provides organizational support and supports quality improvements for 788th Civil Engineering Squadron Fire Department. Maintains accurate and complete documentation of coordination and information relating to GPC, Express Contract Action Reporting System (ECARS) and hazardous material (ESSOH) processing. .

  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office.
  • This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in logistics operating activities and their interface with various echelons on staff elements; experience of a broad range of supply instructions, procedures, guidelines, and their relations to a total logistics supply program; and experience in supply operations to the extent of ability to plan, analyze and evaluate the effectiveness of the supply program. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: a master's degree or 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree or LL.B or J.D, if related, to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: a combination of experience and education as described above. Only graduate level experience in excess of the first year can be considered when combining education and experience. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of supply regulations, policies, procedures, functions, techniques, and methods applicable to the GPC process, inventory management, and data systems. 2. Practical knowledge of a wide range of well-established and commonly applied supply management data processing and requirements for procurement transactions in applicable automated supply system, and in depth knowledge of related systems functionality. 3. Skill in performing recurring supply assignments, operations, or procedures in providing services and resolving problems of a procedural nature in supply operations, planning, or program management. 4. Ability to read, interpret, and apply applicable reference material, such as spares procurement regulations, manuals, catalogs, records, GPCs, etc., to accomplish tasks and resolve complex system related problems/issues.. 5. Ability to receive, screen, review, compile, and organize supply data and prepare supply documents. 6. Ability to communicate and provide advice in terms of oral and written recommendations. 7. Knowledge of data entry and processing of procurement transactions in applicable systems. Ability to accurately prepare and edit written correspondence and reports. Knowledge of various office automation software programs, tools and techniques to support office operations. Ability to produce a variety of documents, such as letters, reports, spreadsheets, databases and graphs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
