You will serve as a CONTRACT SPECIALIST in the Plans and Programs Division (SP10), Office of Contracts (SPN) of STRATEGIC SYSTEMS PROGRAMS.
Duties
You will negotiate SWS, CPS or other related major contracts that include research and development, hardware contracts, and engineering support services.
You will determine the approaches and methods to be used in carrying out assignments, including overall design of plans and strategies for the projects to meet goals and objectives, requirements and time frames.
You will work on projects that cover the entire acquisition and contracting spectrum from concept development through full production and sustainment.
You will plan, develop and implement unique and innovative contracting arrangements dealing with numerous contractor and subcontractor relationships.
You will respond to changing product baseline configurations in a rapid and efficient manner.
You will direct the negotiations and administration of all procurements under his/her cognizance.
You will develop schedules for the negotiation and execution of all procurements, which includes establishing realistic deadlines and monitoring their accomplishment to ensure that timely delivery to the Fleet or other activities can be maintained.
You will represent the Contract Office in planning and coordination conferences for contractual requirements.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting functions to research, develop, and oversee complex contract and procurement activities for an organization.
Examples of qualifying experience: reviewing and applying federal procurement and contracting laws, regulations, policies, procedures methods and contract types applicable to pre-award and post-award contract actions; overseeing a variety of complex contracting and procurement activities including contract formulation, negotiation, administration, and termination; and providing technical advice and guidance in the area of contracting/procurement to staff and leadership.

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
