This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Senior Operations Research Analyst leading, planning, and executing analysis in a systematic and rigorous manner to examine operational and strategic level issues, questions, problem sets, and scenarios to inform decision-makers.
Duties
Design and develop methodologies to address operational or strategic level problem sets.
Coordinate study plans, methodologies, and findings with different agencies.
Evaluate impacts of new technologies, doctrines, force structures, or decisions on current and future forces and policies.
Assess performance and effectiveness of new or substantially modified policies or initiatives.
Generate ideas for new programs and policies in one or more subject areas that impacts the Civilian Protection Center of Excellence (CP CoE).
Communicate findings and insights to decision-makers and their staffs and advise them of the operational and strategic implications of those findings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes assessing the impact of new database technologies on current and future operations; analyzing new programs for effectiveness; and conducting statistical analysis and/or data analysis to provide recommendations to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
