This position is located in the National Agricultural Statistics Service (NASS) in the Statistics Division in Washington DC.
In this position, you will provide assistance in executing a major segment of the Section's program which consists of defining the statistical input and output requirements, and forecasts concerning statistical programs relating to demographics and analysis.
Duties
Serve as an advisor to the Section Head, Branch Chief, Division Director, other division personnel, and other officials on matters pertaining to assigned area of responsibility.
Assist in the development of budget estimates that concern projects in assigned area of responsibility.
Develop and prepare appropriate technical instructions specifying the input and output requirements for assigned areas of responsibility for issuance to Washington and field offices of NASS.
Work with the Methodology Division and Census and Survey Division to ensure that input and output specifications are clear and that all data input and output requirements are achieved for assigned areas.
Perform analyses and interprets survey and related data producing reports about the demographic statistics for assigned commodities.
Serve on the World Agricultural Outlook Board on subjects relating to commodities for which responsible.
Develop, plan, and conduct training of field statisticians to keep them updated on new developments or changes in the estimating program as well as improving their analysis.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Requirements:
Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
A combination of education and experience that included the courses shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

GS-11:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience applying a wide range of analytical, mathematical and statistical principles and practices to evaluate surveys and estimates.
OR
Education: Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in mathematics, statistics, animal science, economics, biology, or computer science.
OR
A combination of education and specialized experience which meets the total requirement for this occupation and grade.
GS-12:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience planning and executing agricultural surveys; analyzing and interpreting survey data; and ensuring survey design meets processing requirements.
GS-13:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience applying a wide range of preparing cost estimates for reimbursable surveys; applying a wide range of analytical, mathematical and statistical principles and practices to evaluate surveys and estimates; analyzing and interpreting results; providing data and estimates for U.S commodities; and designing and coordinating surveys.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
