The Hospital Housekeeping Officer functions as the Chief, Environmental Management Service (EMS) at the Kansas City VA Medical Center (KCVAMC). The incumbent provides leadership and direction to management, professional and technical personnel regarding the development and implementation of all aspects of the Environmental Management Service and exercises complete management and program responsibility for all hospital housekeeping operations and ancillary functions.

Duties

Major duties include, but are not limited to: Develops and evaluates local policies, regulations, and policies pertaining to EMS programs at the Main Campus, Honor Annex, and Community-Based Outpatient Clinics (CBOCs): Belton, Cameron, Excelsior Springs, Nevada, Warrensburg, Overland Park, Paola, Excelsior, and Shawnee. Oversees and directs the daily activities of the EMS department to include but not limited to appropriate cleaning and sanitation of all offices, concourses, seating areas, washrooms, canteen, operating rooms, patient care areas and all public spaces within KCVAMC and CBOCs. Develops and establishes policies and procedures for quality control of services and reduction of cross-infection problems as they relate to solid waste removal, linen handling, pest control, sanitary techniques and practices. Gives technical interpretations of complex regulations for the design, modification, operation and maintenance of the facility and infrastructure to ensure compliance with EMS requirements. Works with Service Line Managers to resolve sanitation concerns and advises all levels of management of operational issues/situations and assesses the impact of these on the organization's programs and those of related organizations. Maintains knowledge of federal and state safety and occupational health, fire protection, industrial hygiene, and environmental laws, statutes, policies, regulations, standards, operational directives, and methodologies as well as knowledge of general clinical systems, programs, and practices, and of how these clinical principles and practices relate to the unique administrative characteristics and needs of the particular health care delivery system served. Exercises position management responsibilities, assuring subordinate positions are designed and structured to ensure optimum efficiency, effectiveness and economy. Initiates personnel actions involved in the recruitment, selection, promotion, commendation, and discipline of subordinates assuring full compliance with diversity goals and EEO policies and regulations. Conducts periodic performance reviews, performance coaching and mentoring; and assigns work. Innovates to improve production or increase the quality of work directed by employing lean management thinking, system redesign principles, and other change leadership concepts. Makes changes in work assignments and workflow, and balances workload among positions to increase effectiveness of operations supervised. Assures that work unit operations are conducted in the most economical and effective manner and conforms to applicable laws, regulations and established policies and procedures. Serves on various facility strategic planning committees and management of on-site meetings with other agencies and program officials. Identifies problem and/or opportunities to improve care though such avenues as informal meetings, formal meetings, statistical data, occurrence screens, incident reporting, procedure case review, etc. Performs other directly related duties as assigned. Work Schedule: Monday-Friday 8:00am-4:30pm Virtual: This is not a virtual position. Travel: Position requires travel to the offsite clinics and other visits to end users. Incumbent will be driving a motor vehicle when visiting sites up to a maximum of 105 miles, one way. Incumbent is required to have and maintain a valid state driver's license. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience, GS-13 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized Experience includes: develops and implements all aspects of an Environmental Management Service (EMS) within a medical facility setting; oversees and provides technical expertise for the design, modification, operation and maintenance of a medical facility to ensure compliance with EMS requirements; prepares performance standards, assigns work, provides training and customer service standards for subordinates; innovates to improve production or increase the quality of work directed by employing lean management thinking, system redesign principles, and other change leadership concepts. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have . Physical Requirements: The work is primarily sedentary. There will be episodes of moderate lifting or prolonged periods of standing and bending in searching various files. There is lifting and carrying of such items as record boxes and bulky files. The work involves considerable walking, standing and bending conducting rounds, auditing and providing training to both on-site and off-site personnel.
