The incumbent provides leadership, management and supervision of the telecommunications facilities and systems (i.e. PBX, Radio and Mobile Device Management); staff and contractors; and to ensure operationsand staff performance are related and in support of the ASD and National Gallery mission.

Qualifications
Candidates must meet the Qualification Standards Handbook requirements for the GS-0391-13. Specialized experience is at least one year of experience, equivalent in responsibility to the GS-12 grade level in the Federal service, planning, directing, coordinating, and overseeing the National Gallery of Art’s Telecommunications Program.

Other Relevant Eligibility Criteria: Must be able to walk over rough or uneven surfaces, access tight spaces, stoop down, reach overhead, and climb and descend ladders. Must be able to lift and carry up to 30 pounds of weight, periodically.
Basic Requirements:
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. You must provide your transcript with a conferred date and degrees awarded information. If the conferred date and degrees awarded information is unavailable, you must provide a copy of the diplomas

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Experience:
General Experience (for GS-5 positions): Experience that provided a basic knowledge of telecommunications functions, problems, and/or solutions.
Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
AND
For the GS-13:
Specialized experience is at least one year of experience, equivalent in responsibility to the GS-12 grade level in the Federal service, planning, directing, coordinating, and overseeing the National Gallery of Art’s Telecommunications Program.

Skill to plan, organize, and control work involving diverse telecommunications and mobile device activities and programs.
Skill in supervising, planning, organizing, coordinating, scheduling, and managing personnel, projects, and programs involving diverse activities.
Skill and experience in working with senior management. Skill in oral and written communication to present recommendations to customers and management officials, and to obtain compliance with technical policies and procedures.
Ability to relate user requirements to existing technology, protocols, policies and priorities, systems capabilities, available technology and services, operating practices and procedures, terms/conditions of systems and service contracts, equipment requirements, costs, and funding.
Technical knowledge of the operational and performance characteristics of telecommunications equipment and the relationships among component parts of telecommunications systems.
