Duties
You will serve as a Supervisory Management and Program Analyst in the Navy Problem Solving & Process Improvement Office of the Office of the Chief of Naval Operations.
You will define/follow functional data definitions for all developed/agreed to metrics
You will identify technical data definitions/sources for all metrics used.
You will provide direct oversight of branch functions.
You will supervise and coordinate allocation of resources, program planning, and study efforts to ensure integration of planning, programming, budgeting, and assessments.
You will lead a team that observe, assess, and report on the strengths and weaknesses of various organizational performance.
You will create a shared understanding of organizational metrics.
You will liaise with, review, coordinate, and provide responses to queries and requests for information.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Travel may involve ship and shipyard visits and riding ships at sea.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector demonstrating the ability to provide leadership and strategic vision to enhance the performance of systems and processes. Examples of specialized experience may include: 1) Employing a process to improve performance gaps, identify barriers to execution, and develop potential solutions; 2) Simplifying and standardizing metrics reporting to spotlight issues and improve problem-solving; 3) Identifying policy, organizational and process barriers and root causes; 4) Providing advice and support to organizations developing service-wide data policies and practices; 5) Facilitating an organization's development of a corrective action plan, goals and implementation timeline; 6) Assigning work and establishing priorities, tracking execution performance, and resolving problems.
