You will serve as a Human Resources Specialist in the Personnel Operations Branch of NAVAL RESEARCH LABORATORY.

Duties

You will approve time and attendance and leave requests. You will provide clear guidance on expectations for subordinates and recommend training to staff members. You will be responsible for resolving complex problems related to staffing, classification, and compensation with a high degree of independence. You will advise on filling a variety of positions via various recruitment methods and providing guidance for each alternative. You will ensure that proper principles are followed, including compliance with Priority Placement Programs (PPP). You will advise supervisors on classification. You will advise and assist managers and supervisors on the effects of reorganizations, changes in duties and responsibilities, or changes of missions or functions.

  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS 11-12) or pay band (NO-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an HR Specialist. Specialized experience must include some or all of the following: 1) Demonstrating an advanced knowledge of laws, regulations, policies, precedents, practices, and procedures related to staffing, classification, and compensation; 2) Leading a team, eliciting their support and cooperation, providing meaningful feedback on work products, and evaluating their contributions; 3) Establishing and maintaining effective relationships with managers, supervisors, and employees; 4) Gathering, researching, and analyzing data to then draw conclusions and devise solutions to complex problems; and 5) Communicating effectively, both orally and in writing.
