This position is located in the Department of Health and Human Services, Administration for Children and Families, Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB), headquartered in Washington, District of Columbia. Duties

WHAT YOU'LL BE DOING DAY TO DAY: As an Adolescent Pregnancy Prevention Program Specialist, you will use your knowledge of and experience with the Administration for Children and Families, Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB), to optimize business results and customer experience by: Providing guidance and oversight for the day-to-day operations of assigned grants and contracts administered by FYSB and policy guidance to grantees. Monitoring caseload of adolescent/teen pregnancy prevention and sexual risk avoidance grantees located across the country. Working with grantees to provide support for data collection and reporting requirements. Drafting and providing comments on notice of funding opportunities or contract statements of work that define performance requirements and objectives. Serving as a project officer for assigned grants, training and technical assistance, cooperative agreements, contracts and other FYSB related initiatives. Providing grantees with technical assistance to implement and evaluate programs that replicate or substantially incorporate the elements of evidence-based programs proven to prepare youth for adulthood. Providing support to the process of awarding and monitoring new grants with a focus on adolescent/teen pregnancy prevention, sexual risk avoidance and youth development programs. Identifying communication needs and developing informational materials that inform appropriate audience of the agency's policies, programs, services and/or activities. Providing timely written and oral feedback to grantees on interpretation of federal laws, regulations, policy and procedures. Supporting research and evaluation; documenting standard procedures; communicating with key stakeholders; developing communication plans; and issuing policy guidance.

Qualifications

WHAT WE ARE LOOKING FOR: Applicants must demonstrate that they meet the Basic Qualifications AND Specialized Experience requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts) OR B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) OR C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND Specialized Experience for GS-13: To qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service performing two (2) of the following tasks listed below: Providing support to the process of awarding and/or monitoring human services grant programs or contracts related to adolescent development or youth serving programs. Developing notice of funding opportunities and statement of work to evaluate the technical performance and financials of grantees. Providing technical assistance and feedback to human service grantees or youth service providers on the interpretation of laws, regulations, policies and procedures related to adolescent health and development.
