This position is located in the Office of Facility Operations (OFO), Business Operations Center (BOC), Office of the Assistant Secretary for Administration and Management (OASAM) and is responsible for planning, operations, direction and management of a comprehensive facilities management program. This position is outside the bargaining unit.

Duties

For GS-0801-13: Serves in a developmental capacity performing similar duties as those at the FPL (GS-14) under closer supervision. Plans, programs and oversees a comprehensive facilities management, upgrade and repair program for the operation of the FPB Serves as the authoritative source for decisions and guidance dealing with changes in policy, budget, program and project objectives. Exercises broad and significant influence over the FPB, to include project design, reviews and designated DOL Program Manager for GSA projects. Responsible for defining project goals and objectives to project partners and regulators. Resolves and provides guidance for all project design and construction issues for any assigned FPB projects. Establishes the technical framework and guidance for accomplishment of objectives within the BOC's resources. Oversees, coordinates and manages periodic complex facility assessments to determine the condition and functionality of the FPB infrastructure. Evaluates assessment results and creates executive correspondence and reports detailing findings, identifying areas requiring repairs, and recommending projects and upgrades. Develops project lists based on assessment findings and leads project development teams to correct deficiencies and upgrade systems. Assesses critical infrastructure such as architectural, structural, electrical, plumbing, fire suppression, and mechanical systems. Conducts FPB functionality assessments to develop short-term, long-range, deferred maintenance and maintenance and modernization plans. Performs energy assessments and works closely with BOC sustainability professionals to identify potential energy saving projects. Develops Energy Saving Performance Contracts in collaboration with GSA and BOC personnel. Coordinates the conduct of energy audits and participates as the resident expert on FPB systems. Provides project coordination, planning, oversight and management for both DOL initiated and funded projects and GSA funded projects. Leads design and construction teams for projects impacting multiple users. Oversees and facilitates complex negotiations to obtain project requirements and determining effective designs. Develops Project Management Plans (PMPs) to assure that projects meet the program objectives and quality expectations. Conducts site visits, performs project evaluations and inspections. As the lead Engineer, act as the final review and approval authority for engineering and construction documents, signing the documents in the role of the licensed Professional Engineer (P.E.). Oversees the development, administrative approval, and maintenance of project planning documentation. Controls project funds and allocates funds to participating elements and revised funds requirements. Manages project contingencies and assures that funds are available for project completion. Serves as Contracting Officer's Representative (COR), responsible for developing accurate acquisition plans for approval through the Acquisition Management System (AMS). Performs other duties as assigned.

Qualifications

You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for General Engineer, as described below. For GS-13 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-13 includes: Overseeing and coordinating complex facility assessments; Assessing critical infrastructure, such as architectural, structural, electrical, plumbing, fire suppression, and mechanical systems; Applying appropriate program and evaluation methods and measurement techniques to assess and evaluate program accomplishments; Serving as a Contracting Officer's Representative (COR).

Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
