The Circuit IT Security Officer ("ISO") performs professional and technical work related to the management of IT security policies, planning, development, implementation, training, and support for all courts within the Eleventh Circuit, which comprises all federal courts in Georgia, Alabama, and Florida.
Duties
The ISO will collaborate with the Administrative Office of the United States Courts' IT Security Office to assist with the implementation and creation of national security policies and the promotion of the Judiciary Information Technology Security Program, while also working with other circuits to collectively improve Judiciary security. The position is in a courthouse setting providing support to the Circuit Executive, Assistant Circuit Executive for Information Technology (ACE for IT), United States Court of Appeals for the Eleventh Circuit, court units throughout the Eleventh Circuit, and Eleventh Circuit Judicial Council on all matters regarding IT security strategy, and implementation of IT security protocols, policies, procedures, and systems.
DUTIES AND RESPONSIBILITIES:
Serve as the primary IT security expert supporting and assisting the Eleventh Circuit's IT committee, judges, court unit executives, and IT staff on matters regarding IT security procedures and safeguards.
Provide direct support and assistance to all court units within the Eleventh Circuit on IT security-related matters, including providing technical guidance, and coordinating/conducting IT security assessments and training, as requested.
Analyze, and evaluate new and innovative information technology concepts, approaches, methodologies, techniques, services, guidance, training, and policies that will constructively and proactively transform the information security posture of all departments within the circuit. Make recommendations regarding best practices. Regularly review and revise written policies to keep pace with evolving industry standards and current circumstances. Implement any policy changes.
Provide security analysis of IT activities to ensure that appropriate security measures are in place and are enforced. Conduct security risk and vulnerability assessments of planned and installed information systems to identify weaknesses, risks, and protection requirements. Utilize standard reporting templates, automated security tools, and cross-functional teams to facilitate security assessments.
Establish mechanisms to promote awareness and adoption of security best practices. Conduct annual security awareness training for all Court of Appeals staff and provide frequent IT security briefings, updates, and other resources to all Court of Appeals staff. Responsible for completion of the annual Judiciary IT Scorecard self-assessment and ensuring the court is constantly enhancing its IT security posture.
Serve with the ACE for IT as the liaison to the Administrative Office of the United States Courts on matters regarding IT security.
Perform other functions as assigned.
Qualifications
REQUIRED QUALIFICATIONS:
Associate's degree from an accredited college or university.
At least 4 years of professional IT security experience in a leadership role, a strong understanding of IT security best practices, and demonstrated ability to analyze, design, and implement security systems, policies, and procedures.
Expert knowledge of computer hardware, software, networks, and theories, principles, practices, and techniques of data communications and network management, traffic, and security.
Excellent written and oral communication, presentation, organizational, and interpersonal skills; and the ability to work in a team-oriented environment.
Periodic travel within and outside the Eleventh Circuit.
Ability to lift and move files, materials, and equipment (approximately 50 pounds) is required.
Candidates selected for an interview will be required to take a technical skills test to demonstrate their IT Security knowledge.
PREFERRED QUALIFICATIONS AND SKILLS: The following knowledge, skills, and qualifications are highly desired:
Bachelor's degree in computer science or business discipline from an accredited college or university.
CISSP, CISM, CISA, or equivalent certification.
Experience configuring, maintaining, and using Palo Alto Firewalls, SolarWinds, Nessus, Splunk, CyberArk, Forescout and other security tools.
Experience overseeing employees and/or contractors.
