About the Position: This Contract Specialist position in the Bravo Branch offers opportunities to support the Baltimore District's Civil Works mission, the Army Recruiting Program, and the Washington Aqueduct, which furnishes water to customers in the National Capital Region. Assignments will expose you to a variety of procurement strategies, including Architect - Engineer, Construction, and other services using procedures identified in FAR Parts 12, 13, 14, 15, 16, and 36.

Duties

At the full performance grade level, you will execute a broad range of pre-award and post-award contracting functions to include valuable acquisition planning, negotiation, and contract administration. Analyze contract cost or price, including review of government estimates, proposed cost elements, or comparison of prices to determine reasonableness. Evaluate proposals in accordance with source selection evaluation processes; conduct negotiations and prepare award documents; and conduct formal debriefings with unsuccessful offeror. Prepare well written and concise documentation (Determination and Findings, Justification and Approvals, Award Determination) to support the procurement decision(s).

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Temporary Duty (TDY) or business travel is required up to 15% of the time.
• Incumbent must possess and maintain a valid state driver's license.
• While in a developmental position incumbent may be assigned to a different duty station within the local commuting area for developmental assignments or final placement at the full performance level.
• Upon supervisory notification, the incumbent is required to obtain and maintain security clearance up to TS/SCI Polygraph or lower depending on the security clearance requirement of the supported program and/or project.
• If the security clearance requirement is TS or higher, the incumbent will enroll in the Department of Army Drug-Free Federal Workplace Program to include testing prior to appointment and passing random urinalysis drug test thereafter.
• A Financial Disclosure Statement, OGE-450 is required.
• This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned.
• Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GS-12 Specialized Experience: One year of specialized experience which includes (1) Preparing acquisition plans and solicitations that communicate the government's requirements to industry partners; (2) Responding to contractor requests for information; (3) Evaluating offers to select successful contractor; (3) Preparing award documents that comply with regulations and policy; and (4) Monitoring contractor performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
