About the Position: This position supports the Baltimore District's important mission by performing complex procurements for Architect - Engineer, Construction, other services, and commodities to support projects and operations in the Mid-Atlantic region and beyond.
Duties
Execute a broad range of pre-award and post-award contracting functions to include acquisition planning, negotiation, and contract administration.
Conduct market research and coordinate with the Deputy for Small Business to determine sources to be solicited.
Determine appropriate procurement strategy, conduct pre-proposal conferences, and address protests.
Evaluate proposals in accordance with source selection evaluation processes, conduct negotiations and prepare award documents, and conduct formal debriefings with unsuccessful offeror.
Prepare well written and concise documentation (Determination and Findings, Justification and Approvals, Award Determination) to support the procurement decision(s).
Work with District elements to assess requirements and provide technical advice with long-range and day-to-day procurement planning.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) or business travel requirement of 20% of the time.
- Incumbent must possess or obtain and maintain a valid state Driver's License.
- Incumbent must obtain a Contracting Officer's Warrant at a locally specified purchase threshold within 12 months of initial start date.
- A Financial Disclosure Statement, OGE Form 450 is required.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- This position is designated as high risk involving a Public Trust background investigation.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes (1) Performing Pre-/Post-award functions such as acquisition plans, contract negotiation or monitoring performance; (2) Preparing solicitations that communicate the Government's requirements to industry; (3) Evaluating responses to solicitations such as requests for information or offers; and (4) Resolving contracting issues following procedures, regulation, guidance or policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
