This position is located in the VA Regional Office located in Jackson, MS. The Program Specialist serves as an advisor to the Director of the regional office on training needs in the regional office. The primary duties include coordinating and managing the implementation, maintenance, and updates of centrally developed, mandatory developmental and technical training programs available to employees across each Division.
Duties
Conduct studies to determine immediate and long-range training needs, analyzes information obtained, and submits recommendations to the Director and managers.
Identify and determine training priorities, conducts surveys, provides training, administers programs, and
maintains employee records.
Identify and consolidate training needs throughout the RO, analyzes data and costs, and determines RO
requirements.
Serve as the VARO coordinator for the Veterans Benefits Network (VBN) and assures appropriate employees
are advised of the broadcasts and facilitates the viewing and taping of broadcasts.
Serve as Training systems Administrator providing oversight and briefing to
leadership at the local facility; training supervisors and employees to access training products.
Assist the Office of Employee Development and Training in the review and analysis of training programs and
courses for a large, diverse, and complex organization.
Review analyze and evaluate division reports and statistical data, including such items as workload, productivity,
effectiveness, FTE, and budget, to advise RO management on trends, out-of- line situations, and anticipated training
needs.

Specialized Experience:
To qualify at the GS-12 grade level: Applicants must one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal or other services. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position within the organization. Specialized experience for this position is defined as: (1) Analyzing and evaluating reports; (2) Administering a training program; (3) Developing training/course materials, aids, and devices; (4) Facilitating training or instructing others for an organization; AND (5) Communicating verbally and in writing across various audiences.
There is no authorized substitution of education, for the specialized experience required at the grade level GS-12.
