This position is in the Telecommunications Access Policy Division, Wireline Competition Bureau, Federal Communications Commission (FCC) located in Washington, DC.

Duties
Works on cases or legal issues of extreme complexity. These are characterized by one or more of the following: (1) extremely complex and difficult issues requiring a high order of legal endeavor often require the incumbent to balance conflicting interests and (2) matters that can have an important impact on the telecommunications industry and program beneficiaries whose economic position affects major private and public interests.
Provides authoritative advice, review and consultation of issues to bureau officials on the Commission’s role in implementing policies and procedures pursuant the Communications Act and other federal statutes as appropriate.
Drafts and reviews orders and regulations relating to wireline matters.
Identifies and analyzes challenging situations and works with internal and external stakeholders.
Provides policy recommendations to division and bureau management.
Analyzes public comments received and makes recommendation for new rules or modification to existing rules.
Prepares agenda items and proposed memorandum opinion and orders; notices of proposed rulemaking; and other decisional documents.
Requirements

A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

B. Specialized Experience
For this position at the GS-12 level, applicants must possess at least one year of professional law experience equivalent to at least the GS-11 level in the Federal Service. For this position, professional law experience includes the following: 1) conducting in-depth legal research; 2) drafting legal documents; and 3) providing input regarding the resolution of legal issues.For this position at the GS-13 level, applicants must possess at least two years of professional law experience and at least one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following: 1) conducting legal research and preparing legal documents; 2) developing research strategies for complex legal issues; 3) writing documents such as briefs, issue papers, rulemaking items or portions thereof, and report summaries with analyses and recommendations; and 4) making oral presentations, communicating legal research results, and defending legal positions. For this position at the GS-14 level, applicants must possess at least three years of professional law experience and at least one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following: 1) conducting legal research and preparing legal documents; 2) developing research strategies for complex legal issues; 3) writing complex documents such as briefs, issue papers, orders, rulemaking items, and report summaries with analyses and recommendations; 4) making oral presentations, communicating legal research results, and defending legal positions; and 5) experience providing legal guidance to attorneys and other professionals.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
