About the Position: This position is within the U.S. Army Mission and Installation Contracting Command. Their mission is to provide World Class products and logistics support. This position will exercise full range contracting price and costs analyst service.

Duties

Evaluates the reasonableness of contractor's proposed prices through cost and price analysis by using accounting, auditing, forecasting techniques, improvement curves, and regression analysis. Analyzes cost for allowability, allocability and reasonableness Analysis Contractor's projected estimated costs for direct and indirect cost elements. Reviews advisory, technical and audit reports as well as input from other cost/price analysts on cost elements and sub-factors. Provides cost breakdowns and supporting rationale, including cost models, to determine applicability and price/cost reasonableness. Serves as a consultant on Source Selection Evaluation Board for evaluation of cost proposals for contracts. Act as functional/technical expert and sought out by other for advice and assistance. Establish customer alliances, anticipate and fulfill customer needs; translate customer need to programs projects. Reviews technical and audit reports on various cost elements, such as engineering, start-up-labor and escalation factors to determine the reasonableness of the various cost elements. Evaluates the contractor's experience, production and technical ability on current and previous orders. Reports findings, recommendations and conclusions. Forecasts price trends, economic factors, and efficiencies in production for future accounting periods using analytical techniques . Evaluate and determine admissibility of proposed cost elements for firm fixed price and cost type contracts. Recommends cost limitations to be imposed and the reasonableness of profit or fee utilizing the weighted guidelines approach, if appropriate. Integrates and implements solutions to diverse, highly complex problems across multiple areas and disciplines. Anticipates problems, develops sound solutions and action plans to ensure program/mission accomplishment. Forecasts price trends, economic factors, and efficiencies in production for future accounting periods using analytical techniques.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires Advanced Contracting Professional certification (formerly DAWIA Contracting Level 3) in the Contracting Career Field or must be able to obtain certification within 24 months of appointment.
  • The certification completion timeframe may change from 24 to 48 months upon approval of DoDI 5000.66, change 3
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position, and annually thereafter.
  • Overnight Business Travel up to 10% of the time
  • Must be able to obtain and maintain a Secret security clearance and access.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience: One year of specialized experience equivalent to the NH-02 pay band or equivalent GS-11 grade in the Federal service which included experience 1. Developing mathematical cost models to evaluate cost; 2. Present cost or price analyses during negotiations; and 3. Evaluating cost and price analysis by using accounting and auditing data, forecasting techniques, and regression analysis. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementInfluencing/NegotiatingPlanning and EvaluatingReasoning This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities
