About the Position: As a Program Specialist, you will serve as a key asset to Program Managers, Principal Investigators, and other professional staff, coordinating a wide variety of administrative and technical tasks essential to program administration of the research project team.
Duties
Manage reimbursable and direct project funding across multiple sources. You will plan and conduct site inspections and technical assistance visits required by customers
Travel up to 25% is expected. Performs other miscellaneous duties as assigned.
Serve as a key asset to Program Managers, Principal Investigators, and other professional staff, coordinating a wide variety of administrative and technical tasks essential to program administration of the research project team.
Develop a comprehensive approach directed at the attainment of a project objective for establishing
manpower, equipment and funding requirements.
Manage the resources of research projects to ensure that project and program milestones are met.
Perform duties of a Contract Officer Representative
Develop presentations on financial program reviews, resource project reviews and prepare written out-brief status reports for each to disseminate to management.
Provide technical and procedural advice in support of research program administration by identifying and analyzing issues and taking or recommending action using established guidelines.
Serve as a point-of-contact for questions, information, and problem resolution in the areas of budget and accounting, agreements, financial correspondence preparation and control, and the purchasing/procurement process.

Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Qualifications for DJ-02:
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes: 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Communicate effectively orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service DJ-1 (GS-04).

Education: Four year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
Qualifications for DJ-03:
Specialized Experience: One year of specialized experience which includes: 1. Developing presentations of financial reviews for Research and Development programs; and 2. Establishing manpower, equipment and funding requirements for projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-2 (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project and this pay band includes the General Schedule equivalent to the GS-(11/12) for DJ-03 and GS-(5/6/7/8/9/10) for the DJ-02. To qualify for (DJ-03) level, applicants must possess specialized experience equivalent to the (DJ-02) or (GS-09) grade level. To qualify for (DJ-02) level, applicants must possess specialized experience equivalent to the (DJ-01) or (GS-04) grade level.
In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion.
