This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS-14 grade Step 1 to the highest equivalent GS-15 grade step 10 in the broadband.
Duties
Serves as a Lead Test Engineer for the Project Manager (PM) Technical Management Division and serves as senior technical advisor for the same.
Provides the PM with technical analysis and advice on systems-of-systems designs and testing, digital engineering architectures, processes including Agile development, risks and opportunities related to program needs and objectives.
Provides direct support to the PM and is responsible for technically supporting the entire PM organization including unifying software testing, development and software operation through the entire service lifecycle.
Strategizes, coordinates, standardizes, and integrates all systems engineering tasks in order to effectively implement disciplined systems engineering processes and procedures throughout all acquisition phases.
Promotes acceptance and adherence to provisions of the EEO program including various special emphasis programs; and ensuring EEO principles are reflected in all aspects of personnel management.
Participates in the overall management of the PM Office to include formulation of plans and policy, long range programs, staffing requirements, and presenting/defending policy, program or organizational changes as it relates to Systems Engineering.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet Practitioner requirements for ENGINEERING AND TECHNICAL MANAGEMENT certification within 60 months as of entrance on duty.
- Incumbent is required to submit a Financial Disclosure Statement, OGE 450, upon entering the position and annually thereafter.
- This position requires a SECRET clearance.
- This position is subject to the NH-04 Non-supervisory salary control point of the PEO C3T AcqDemo Business Rules at the GS-14 step 10 salary level.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Implementing system engineering and testing processes during all product life cycle phases for developmental and procured systems; 2) Providing test management, integration and evaluation support for software-intensive and hardware systems at the System of Systems (SoS) level; 3) Leading cross-organizational (government and industry) integrated product teams to guide the work of personnel engaged in the testing of these systems, manages available resources, and conveys progress to senior leadership; AND 4) Preparing and reviewing program documentation, test plans and reports and briefs senior leadership to attain required certifications and milestones. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
Education
Educational Requirement for 0800 Series:
Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);OR(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Note: You must attach a copy of your transcripts.)

Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Educational Requirement for 1550 Series: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
